Site work, paving and renovation of a mixed-use development in Thousand Oaks, California. Completed plans call for the renovation of a playground / park / athletic field; for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.
The work consists of furnishing all labor, materials, tools, equipment, and incidentals as required by the plans, Specifications, and Contract Documents. Work generally includes grading, parking lot paving and curbing, landscaping, installation of pre-fabricated restroom, shade structures, utility lines, and connections. Project Locations: Conejo Creek Dog Park 1350 E. Avenida De Las Flores, Thousand Oaks, CA 91360 Walnut Grove Park 400 Windtree Avenue, Thousand Oaks, CA 91320 Kimber Park 3295 Bear Creek Drive, Thousand Oaks, CA 91320 Bids must be accompanied by a Bid Bond on the form included in the Contract Documents, cash, or a certified or cashier's check in an amount not less than ten percent (10%) of the submitted Total Bid Price. CRPD and bidders will travel to Walnut Grove Park, and Kimber Park after, and it is mandatory to visit all three sites on that date. Prospective bidders may visit the site without making arrangements through the project manager. Any contractor who fails to attend the Pre-Bid Conference will be ineligible to bid on the Project and any submitted bid will be deemed non-responsive. Bidders and their representatives will be required to comply with the current Ventura County Public Health Order (i.e. social distancing and wearing a mask) while at a District Facility including, but not limited to, Pre-Bid Conference, when the bid is delivered and at the time of the bid opening. Bidders must limit the number of representatives attending and must comply with all District staff's instructions. The successful bidder will be required to furnish CRPD with requisite insurance and Payment and Performance Bonds on the forms included in the contract documents equal to 100% of the Contract Price. Pursuant to Public Contract Code Section 22300, the successful bidder may substitute certain securities for funds withheld by CRPD to ensure its performance under the Contract. Pursuant to Section 1770, et seq. of the California Labor Code, the Contractor and all subcontractors shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations and comply with all applicable Labor Code provisions, which include, but are not limited to the employment of apprentices, the hours of labor and the debarment of contractors and subcontractors. This Project will be subject to compliance monitoring and enforcement by the Department of Industrial Relations. If awarded a Contract, the Bidder and its subcontractors of every tier shall maintain active registration with the Department of Industrial Relations for the duration of the Project. It shall be the Bidder's sole responsibility to evaluate and include the cost of complying with all labor compliance requirements. Each bidder shall be a licensed contractor pursuant to the California Business and Professions Code and shall be licensed in the following classification(s) of contractor's license(s), throughout the duration of the Contract: Class A or B. Discrepancies in, and/or omissions from the Plans, Specifications or other Contract Documents or questions as to their meaning shall be immediately brought to the attention of CRPD by submission of a written request for an interpretation or correction to CRPD. Such submission, if any, must be sent to the Project Manager by emailing to amooney@crpd.org. All questions must be received February 24, 2021, and not later than 5:00 p.m. on that day. The successful bidder will be required to complete all work within ninety (90) calendar days. In accordance with Government Code section 53069.85, CRPD will be compensated for damages incurred due to delays for which the Contractor is responsible. The parties agree that determining CRPD's exact delay damages is and will continue to be impracticable and extremely difficult. As such, for each calendar day in excess of the time agreed upon for completion of all the work, the Contractor shall pay to CRPD $500 per day as liquidated damages and not as a penalty or forfeiture. Such amount shall constitute the only payment allowed for damages resulting from Contractor caused delays. CRPD shall have the right to deduct the amount of liquidated damages from any money due or that may become due under the Contract. CRPD reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding process.
