The City of Manchester, New Hampshire, through the Department of Public Works, Facilities Division is inviting contractors with appropriate construction experience to submit a Prequalification Statement for the following projects: Roofing Projects, Schools and Municipal Buildings. Qualified roofing contractors must have demonstrated past experience with commercial EPDM and PVC roof applications and a minimum of 5 years in business in addition to bond capacity in excess of $1,000,000 dollars. The Department of Public Works may extend the roofing contract, based on unit prices or negotiated pricing, for a period of up to three years from contract signing, to the successful bidder or bidders at any City of Manchester owned facility. The selection of the short listed roofing contractors for the projects will be made within 3 weeks after February 18, 2021. Final selection of invited and prequalified contractor(s) will be based on an RFP at a date to be determined but expected around mid-March 2021. Selection of the successful contractor(s) will be in accordance with Chapter 39: of the Procurement Code of the City of Manchester, Code of Ordinances. Criteria used to evaluate contractor's qualifications shall generally be as outlined in City Ordinance Sec. 39.05. The City of Manchester is an equal opportunity/affirmative action agency. For this contract, special emphasis will be put on contractor's past performance on similar projects of comparable scope; completion of past projects on schedule; staff and equipment available for the work; the ability to secure bonding >$1,000,000; and required insurance (from insurance companies authorized by the N.H. Insurance Commissioner) for the work. The DPW Director reserves the right to waive any irregularities, reject any or all submitted packages. Failure to submit all requested information called for may be sufficient for disqualification.
