Site work and new construction of a civil project in Cutler Bay, Florida. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.

As of 5/3/2021 project was not yet been awarded. No estimated time frame yet. 1. Demolition - Site a. Demolition of select existing piping, pavement, conduits and duct banks as indicated in the Plans 2. Construction -232nd Street Forcemain Tie-in, Influent Metering Valve Box, Headworks 3, Odor Control Building, and Process Drain Lift Station a. Construction of a connection to an existing plant 72-inch influent force main header located on SW 232nd Street. b. Construction of a new influent valve box which will regulate the flow to a new headworks building. c. Construction of a new headworks building and grit chamber (Headworks 3). d. Construction of a new lift station which will receive flow from the process drains from the new headworks. e. Construction of interconnecting piping between existing and new facilities. f. Furnishing and installation of pumps, screens, collectors, conveyors, gates, valves, and other process mechanical equipment. g. Furnishing and installation of fire alarm systems, electrical systems, SCADA system, MCCs, conduits, duct banks, control panels and lighting systems. h. Furnishing and installation of new sensors, including flowmeters, wastewater samplers and other instruments. i. Furnishing and installation of new fire suppression systems, HVAC systems, water source heat pumps (WHPs) cooling water pumps (CWPs), cooling towers (CTs), fans, air ducts and air purification systems. j. Furnishing and installation, doors, windows, skylights, and rollup doors. k. Furnishing and installation of all plumbing. l. Furnishing and installation of all appurtenances for electrical and control ro om. 3. Construction - Substation 57/58 a. Construction of Substation 57/58 to power all new process areas that are part of the Work. b. Furnishing and installation of new fire alarm system, electrical systems, SCADA system, transformers, switchgears, MCCs, conduits, duct banks, control panels and lighting systems. c. Furnishing and installation of new HVAC systems, water source heat pumps (WHPs), cooling water pumps (CWPs), cooling towers (CTs), fans, air ducts and air purification system. d. Furnishing and installation, doors, windows and rollup doors. e. Furnishing and installation of all plumbing. f. Furni shing and installation of all appurtenances for control room. 4. Construction - Ox. Trains 9 and 10 and Sampling Building a. Construction of two (2) new Oxygenation Trains and Sampling Building. b. Construction of interconnecting piping between existing and new facilities. c. Furnishing and installation of new mechanical aerators, blowers , pumps, gates, valves, and other process mechanical equipment. d. Furnishing and installation of new exterior lighting systems. e. Furnishing and installation of new sensors, including flowmeters, gas sa mplers, wastewater analyzers, and gas detection. 5. Construction - O2 Trains 9-12 Electrical Building a. Construction of one (1) new electrical building for oxygenation trains 9 and 10. b. Furnishing and installation of new fire alarm system, electrical systems, SCADA system, conduits, MCCs, VFDs, control panels, fire alarm, and lighting systems. c. Furnishing and installation of new HVAC systems, water source heat pumps (WHPs) cooling water pumps (CWPs), cooling towers (CTs), fans, air ducts and air purification system. d. Furnishing and installation, doors, windows and rollup doors. e. Furnishing and installation of all plumbing. f. Furnishing and installation of all appurtenances for control room . 6. Construction - Site and Yard Piping a. Site grading and construction of new yard piping and electrical conduits to connect new structures to the SDWWTP existing electrical, water, sewer, process water, fire alarm and SCADA systems. b. Construction of new pavement and sidewalks around new structures. c. Improvements to the SDWWTP potable water, fire water and plant water distribution networks, including replacement of existing yard piping and inclusive of a new potable water forcemain connectionin SW 232nd Street. d. Contractor shall expose all tie-in locations prior to preparation of Shop Drawings. e. Contractor is responsible for groundwater dewatering as well as any dewatering and disposal of dewatered fluids from the pipe itself for all tie-ins. f. Isolation valves are available for all tie-ins; however, the Contractor shall assume that all tie-ins will require additional temporary isolation provided by the Contractor should the isolation valves not completely shut. It is Miami-Dade Water and Sewer Department's intent to obtain a completely functional and satisfactory installation under this project, and any items of labor, equipment or materials which may be reasonably assumed as necessary to accomplish this and shall be supplied whether or not they are specifically shown on the plans or stated in the specifications. The Contractor shall provide all sheeting, shoring, bracing and all other labor, material or equipment required to preclude damage to, or loss of functionality of, any existing facility or system Bidders are hereby advised that pursuant to Article 6D of the General Terms and Conditions, the Contractor is required to perform not less than twenty-five percent (25%) of the work, not inclusive of materials purchased, with his/her own form. The Contract is subject to review and audit by the Office of the Miami-Dade County Inspector General (IG) and further information is specified in the Instruction to Bidders and General Terms and Conditions. The cost of mandatory random audits by the Miami-Dade County IG is 1/4; of one percent of the Contract price and shall be incorporated into the Contract price by the Bidder. The Department will deduct from each progress payment 1/4; of one percent of that payment to fund the Office of the Miami-Dade County Inspector General. This Project is subject to the requirements of County Code Section No. 2-8.5 of the, which mandates that in any competitive bid process where award, if any, is to be made to the responsive and responsible bidder offering the lowest bid (the "Low Bidder" and "Low Bid" respectively), the following shall apply: 1. If the Low Bidder is not a Local Business, then any and all responsive and responsible Local Businesses submitting a price within ten percent of the L ow Bid, the Low Bidder, and any and all responsive and responsible Locally Headquartered Businesses submitting a price within fifteen percent of the Low Bid, shall have an opportunity to submit a best and final bid equal to or lower than the Low Bid. 2. If the Low Bidder is a Local Business which is not a Locally Headquartered Business, then any and all responsive and responsible Locally Headquartered Businesses submitting a price within five percent of the Low Bid, and the Low Bidder shall have an opportunity to submit a best and final bid equal to or lower than the Low Bid. 3. Award, if any, shall be made to the responsive and responsible bidder offering the lowest best and final bid. 4. Ties in best and final bid shall be resolved in the following order of priority: Locally Headquartered Business, Local Business, other business. 5. If no best and final bid is required in accordance with the provisions above, award, if any , shall be made to the Low Bidder. This Project is subject to the provisions of County Code Section 2-8.8, Fair subcontracting practices, which requires that all contracts in which a bidder may use a Subcontractor, prior to contract award, the bidder shall provide a detailed statement of its policies and procedures for awarding subcontracts. Additional information is provided in the Instruction to Bidders and Standard Construction General Conditions. ; The Bidder shall have successfully completed a minimum of one (1) project demonstrating experience with large wastewater treatment upgrade projects having a total construction value of greater than $75 million and three (3) projects demonstrating experience with large wastewater treatment upgrade projects having a total construction (for each project) of greater than $25 million. These projects shall have been performed within the past ten (10) years from the date of the Invitation to Bid. ; T he Bidder's proposed project manager shall have successfully completed a minimum of two (2) projects demonstrating project management experience with large wastewater treatment upgrade projects having a total construction value (for each project) of greater than $25 million. These projects shall have been performed within the past ten (10) years from the date of the Invitation to Bid. ; The Bidder or the Bidder's Large Diameter Piping Subcontractor shall have successfully completed a minimum of three (3) projects demonstrating experience constructing piping projects that include 48" or larger prestressed concrete cylinder pipe with runs greater than 300 feet and which include connections to existing 54" or larger prestressed concrete cylinder pipe. These projects shall have been performed within the past ten (10) years from the date of the Invitation to Bid. ; The Bidder or the Bidder's Large Diameter Piping Subcontractor Project Manager shall have successfully completed a minimum of one (1) project demonstrating experience constructing piping projects that include 54" or larger prestressed concrete cylinder pipe with runs greater than 300 feet and which include connections to existing 54" or larger prestressed cylinder pipe. These projects shall have been performed within the past ten (10) years from the date of the Invitation to Bid. ; The Bidder or Bidder's Electrical Subcontractor shall have successfully completed a minimum of three (3) projects demonstrating experience with medium or high voltage power supply systems, including transformers and switchgear. These projects shall have been performed within the past ten (10) years from the date of the Invitation to Bid. ; The Bidder or Bidder's Electrical Subcontractor Lead Electrician shall have successfully completed a minimum of one (1) project demonstrating experience with medium or high voltage power supply systems, including transforme rs and switchgear. These projects shall have been performed within the past ten (10) years from the date of the Invitation to Bid. Bidders shall submit, along with their bid, the bidding submittal information defined in Section 02 10 90, Paragraph 1.04.A which includes the following: 1. A detailed description of the proposed means and methods to excavate, shore, su pport, groundwater dewater, pipeline dewater, dismantle, install, test and backfill the 72-inch plant influent pipe and connect to the existing 72-inch force main contained in SW 232nd Street. 2. A proposed step-by-step construction sequence narrative beginning with mobilization and ending with tie-in and start-up of the connection including construction activities with durations and relationships in the scheduling software as specified for the Work. The timeline must clearly indicate the period in which the 72-inch forcemain will be out of service. The shut-down period must not exceed 8 calendar days. 3. Proposed sketches or drawings with plan view and a minimum of two sections indicating the intended limits of work, and an overview of the excavation, shoring, groundwater dewatering, pipeline dewatering, 54-inch pipe support, 72-inch pipe support, fabricated fittings, and joint connections. 4. A descripti on of the proposed modifications or additions to the Work indicated in the Drawings and Specifications. Bidders shall submit, along with their bid, the bidding submittal information defined in Section 46 41 23, Paragraph 1.04.A which includes the following: 1. A detailed descr iption of the proposed system to accomplish the vertical adjustment system specified. 2. Proof via a repo rt documenting testing and operation results of the vertical adjustment system proposed either by manufacturer facility piloting, field piloting or full-scale field use. Documentation shall be accompanied by a signed letter from the Supplier attesting that the report accurately documents and describes the system proposed. In the event a firm is established by executives, supervisors, and other senior field staff (key employees) that would have met these minimum experience requirements with a prior firm, the COUNTY reserves the right to qualify the firm based on the COUNTY 's sole determination and evaluation of the knowledge and prior experience of these key employees employed by the new firm. The experience of key senior personnel with other firms may be counted towards the experience requirement, if acceptable to the ENGINEER. Should such evidence not be satisfactory to the ENGINEER, whose decision shall be final, the bid will be considered non-responsive, and the second lowest bidder will be considered for award. Prospective bidders are advised that 1) the County reserves the right to directly purchase materials, equipment, supplies and other items for this project, which are included in the Contractor's Base Bid and/or the Contract, (substantially in accordance with the Contract Documents) and 2) a Recommendation for Contract Award will be conditioned upon the submittal of any and all documents required by the County as part of the bid evaluation process, including but not limited to, the schedule of values and project schedule. The Board of County Commissioners, Miami-Dade County, Florida, reserves the right to reject any or all bids, to waive any informality in any bid or to re-advertise for bids. Bids from any person, firm or Corporation in default on other contracts or agreements with the County may be rejected. Failure by the Bidder to satisfy claims on previous contracts with the County may be cause for rejection of his bid. The contractor is hereby advised pursuant to Miami-Dade County Resolution R-1395-05 and County Code Section 2-1701, Contractors involved in the construction of improvements on County property must post a notice of job opportunities with the Miami-Dade County Job Clearinghouse. Contractors with job openings must complete a Notice of Job Opening form and submit to the Small Business Development (SBD) Division of Internal Services Department (ISD) for posting. The job vacancy notices should be delivered within ten (10) working days following award of the contract and whenever a job opening occurs.
