The construction of all components of the Phase 5A Project: Package 1 - Salmon Creek Treatment Plant Columbia River Outfall. Work includes a connection to the existing effluent pipe near the Columbia River, construction of a new 48-inch outfall diffuser pipe with ten 20-inch risers, navigation marker, bypass systems, demolition and removal of the existing outfall and near shore 30-inch piping including the piles and supports, rip-rap and pipe bedding material, and removal of the existing navigation marker, and all other work as described in the contract plans and specifications. The Board of Sewer Commissioners reserves the right to waive informalities in the bidding, accept a proposal of the lowest responsible bidder, reject any or all bids, republish the call for bids, revise or cancel the work, or require the work to be done in another way if the best interest of the District is served. Award of contract is not anticipated to occur prior to March 23, 2021. All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier check, or surety bond in an amount equal to five percent (5%) of the amount of such proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the District.
