Renovation of a playground / park / athletic field in Lore City, Ohio. Completed plans call for the renovation of a playground / park / athletic field.
The Ohio Department of Natural Resources (ODNR), through the Division of Parks and Watercraft is responsible for the management of the State Park Lodges and Conference Centers. These facilities provide a place for recreational activities, primarily dining and lodging, with access to outdoor amenities for the park users and the public in general. This Request for Qualifications (RFQ) is being issued to obtain Professional Design (A/E) services for the design and management of a series of improvement projects at the Mohican and Salt Fork State Park Lodges. Submit all questions regarding this RFQ in writing to Jill Hoobler at Procurement@ofcc.ohio.gov with the project number included in the subject line (no phone calls please). Questions will be answered and posted to online on a regular basis until one week before the response deadline. The name of the party submitting a question will not be included on the Q&A document. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner's project requirements. Participate in the Encouraging Growth, Diversity & Equity (EDGE) Program as required by statute and the Agreement. This series of projects will utilize the Construction Manager-at-Risk (CMR) delivery model. A Guaranteed Maximum Price (GMP) is anticipated to be negotiated for this series of projects according to the General Conditions (CM at Risk Project). All aspects of the project and related issues will be implemented and operated consistent with the Contracting Authority (OFCC) and/or Owner's (ODNR) policies and procedures. This Request for Qualifications (RFQ) is being issued to obtain Professional Design (A/E) services for the design and management of a series of improvement projects at the Mohican and Salt Fork State Park Lodges. Facility Master Plans were completed in 2015 for several of ODNR's State Park Lodges under their "Warm, Safe, Dry" initiative. These assessments focused on life safety improvements needed to bring the facilities up to current building codes and standards, while at the same time, enhancing the use and comfort of the lodge guests. Roof and building envelope conditions as well as related infrastructure were also reviewed in these assessments. Implementation budgets and suggested project phasing was included as part of the assessment report. After the first phase of renovation was completed in fiscal years 15/16, the Master Plans were again updated in June 2017 to determine and prioritize the next phases of renovation work This series of projects will be focused on Infrastructure improvements and other code compliance priorities. The Lodges will remain open and operational during all phases of design and construction. Consideration will need to be given with regards to phasing and staging of construction activities to accommodate minimal disruption of lodge operations. The State Park Lodges included in this series of work scopes are: 1. Mohican Lodge & Conference Center, Perrysville, Ohio / Ashland County 2. Salt Fork Lodge & Conference Center, Cambridge, Ohio / Guernsey County The Mohican Lodge & Conference Center was built in 1972 and is located on Pleasant Hill Lake below the scenic Mohican-Clearfork River. The scope of work at Mohican includes Electrical upgrades (lighting, power systems, telecommunications, information technology, CCTV, access control) and windows and frames. Emergency generator, HVAC & MEP system upgrades, elevator repairs, electrical upgrades, interior renovations, building envelope & site work. The Salt Fork State Park Lodge & Conference Center was opened for business in 1972 and is tucked away in Ohio's largest state park, alongside Salt Fork Lake and surrounded by lush woods and natural beauty. The scope of work at Salt Fork includes guest room balconies, ADA compliant elevator at pool, electrical upgrades (lighting, power systems, telecommunications, CCTV, access control) and windows and frames. Emergency generator and HVAC system upgrades. HVAC upgrades, elevator repairs, electrical upgrades, interior renovations, site work. The development of a complete Program of Requirements (POR) will also be included as part of the Professional Design Services. This POR development will include review and validation of the ODNR Lodge Facility Master Plan / Assessment Report, to define/refine the anticipated programmatic scope. The POR effort should also accomplish a project scope that is prioritized to align with the project budget. Evaluation of the project construction schedule will also be a part of the POR stage.
