Marathon County is issuing a request for proposal to solicit qualified contractors for HVAC system upgrades at the Marathon County Jail. Marathon County Jail 500 Forrest Street, Wausau, WI 54403 . (email copies will be accepted at the following address Facilities.Capital@co.marathon.wi.us ) Proposals received after that date and time will NOT be accepted. Actual receipt by said time is required and deposit in the mail is insufficient. Proposals shall remain firm once submitted and may not be withdrawn for a period of ninety (90) days, subject to provisions for correction of error in the proposal as contained in section 3.05 (1) (g) of the procurement code. SECURITY DEPOSIT: Proposal shall be accompanied by a security deposit in the form of a Bid Bond or certified check in the amount of no less than 10 percent of the Proposal. Endorse the Bid Bond or certified check in the name of the Owner as obligee, signed and sealed by the Contractor as principal and the Surety. After a Proposal has been accepted, all securities will be returned to the respective Proposers. For the accepted Proposer, the security deposit will be returned after execution of the Contract. If no contract is awarded, all security deposits will be returned. Include the cost of the Bid security in the Bid Sum. Marathon County reserves the right to reject, in whole or in part, any and all proposals; to waive any technical deficiencies in the proposals; to accept the proposal and award final contract to the responsible offeror determined to be the most advantageous to Marathon County. The contract shall be awarded in accordance with the terms and conditions of section 3.05 (2) (g) of the procurement code. This solicitation may be canceled if doing so is determined to be in the best interests of Marathon County. Upon award of the contract, all submitted documents become subject to the Open Records Law of the State of Wisconsin. The General Code of the County of Marathon contains various procurement policies which are applicable to this proposed procurement. These include prohibitions against gratuities and kickbacks. Project consists of demolishing two (2) existing air handling units and installing two (2) unit air handling units. VAV boxes at the zone level will be replaced and the entire system will be updated to DDC. A. The undersigned Proposer proposes the amount below be added to or deducted from the Base Proposal if the respective alternates are accepted by the Owner. Amounts listed for each alternate include costs of related coordination, modification, or adjustment. B. If the alternate does not affect the Contract Sum, the Proposer shall indicate "NO CHANGE." C. If the alternate does not affect the Work of this Contract, the Proposer shall indicate "NOT APPLICABLE." D. The Proposer shall be responsible for determining from the Contract Documents the effects of each alternate on the Contract Time and the Contract Sum. E. Owner reserves the right to accept or reject any alternate, in any order, and to award or amend the Contract accordingly within sixty (60) days of the Notice of Award unless otherwise indicated in the Contract Documents. F. Acceptance or non-acceptance of any alternates by the Owner shall have no effect on the Contract Time unless the Alternate Proposal Impact Article below provides a formatted space for the adjustment of the Contract Time. G. It is mandatory that all alternate proposals be quoted below by each Proposer and submitted with the Proposal Form. H. Voluntary Alternate Proposals may also be provided at the Contractor's Option. The response for Voluntary Alternate Proposals shall be the same as that for Alternate Proposals. Proposals shall be accompanied by a security deposit in the form of a Performance Bond or certified check in the amount of no less than ten percent (10%) of the Proposal Sum
