Natchez Housing Authority, (NHA), hereby invites proposals from qualified offerors to provide redevelopment services for its public housing sites in NATCHEZ, MS. NHA's housing stock consists of 293 units of two-story townhomes and single-family flats. NHA is seeking a partner experienced in redevelopment of old housing stock, new development, subsidy layering, LIHTC, RAD, grant applications, and other areas related to redevelopment of traditional public housing. NHA shall show preference in award to Section 3 businesses. The work to be performed under this contract is under a program providing direct Federal financial assistance from the Department of Housing and Urban Development and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U. S. C. 170lu. Section 3 requires that to the greatest extent feasible, opportunities for training and employment be given to lower income residents of the area of the Section 3 covered project and contracts for work in connection with the project be awarded to business concerns which are located in or owned in substantial part by persons residing in the area of the Section 3 covered project. This Request for Proposals (RFP) contains submission requirements, scope of services, period of services, terms and conditions and other pertinent information for submitting a proper and responsive proposal. Prospective offerors desiring any explanation or interpretation of the solicitation must request it at least seven (7) calendar days before the RFP submittal deadline. Late submissions may be deemed unresponsive. Submissions will not be publicly opened because of the type of procurement and will be evaluated on the criteria stated in the REP. After evaluation of the responses, a contract will be negotiated/awarded to the offeror representing the "Best Value" to NHA. NHA and its affiliated entities reserve the right to reject any and all submissions and to waive any informalities. Notice: Contact with members of NHA Board of commissioners, or NHA officers and employees other than the technical contact person shown above by any prospective offeror about this RFP could result in disqualification of their proposal. The method of contractor selection has not been determined at this time.
