Demolition, site work, paving and renovation of a mixed-use development in Canandaigua, New York. Conceptual plans call for the renovation of a medical facility; for the demolition of a medical facility; for site work for a medical facility; fire / police facility; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

*The closed solicitation has been included below for reference: This is a Sources Sought Notice for the following services related to VA Medical Center, Canandaigua NY project 528A5-20-508; design to widen main entrance. The general scope of this project is to provide AE design services for the Widening Fort Hill Entrance project. Work includes designing a new entrance with guard shacks, demolishing Building 20, expanding existing parking lot, and designs to renovation Building 36A for the Police Department. The design shall provide the removal of one pillar from the main entrance as well as some of the cast iron gate and moving one pillar. All work with Building 20 and the main gate must be coordinated with NYS SHPO. The design shall provide details to demolish Building 20, which has lead paint and ACM. The design shall follow NYS Code Rule 56 guidelines. The design shall provide drawings and details for parking lot expansion, widening the roadway to a minimum of 36 feet and constructing a retaining wall that will also have power distribution points. The design shall provide approximately 20% of parking to be handicap accessible, a sidewalk to stretch the length of the parking lot, modifications to existing sidewalk from main gate. The design shall provide a center median with lighting, 2 guard shacks, and 2 security drop bars. This project will include design upgrades to half of the 1st floor of Bldg. 36 to house the Police Department. The design shall provide state of the art HVAC, electrical, communication, lighting, water, sanitary, and other utilities as required to properly condition and serve the space and the function of the Police Department. All designs will follow, but not be limited to, VA Space Planning Specifications, in conjunction with the VA Master specifications as outlined in VA Handbook 7610. The design will be completed in a manner such that the estimated construction cost is within the VA budget. EXISTING CONDITIONS The Canandaigua VAMC is a campus style facility with many (more than 30) buildings located on over 150 acres. Many of the facility buildings are included on the historic register. Buildings 36, 20 and the main gate are considered historic, and where necessary the renovations will comply with the requirements of the NYS SHPO. The second floor of building 36 is unoccupied. The basement of building 36 houses The Care Giver Support Call Center and Adult Day Health. Caution must be taken to assure all services continue to be operational during construction, but outages are to be expected. A/E SCOPE OF SERVICES 1. Provide investigative and schematic design services, construction documents, working drawings, specifications, cost estimate, shop drawing review and construction period services as required to construct the new entrance and parking lot, renovate the first floor of building 36, and demolish Building 20. Provide a detailed asbestos and lead survey so as to construct an NFPA/Life Safety Code and an all building code compliant project. Services will include all Site/Civil, Mechanical, Electrical or other Engineering or Architectural work associated with this project. Provide for necessary additions and relocations of all utilities to support the project and operations outside the construction area. All aspects of the design must adhere to the design manuals posted on the VA technical information library (see below). Final design submission shall include phased drawings of all abatement, demolition, and construction work as required to allow the continuous use of all of the floors and areas associated around each construction area. 2. Provide contract specifications utilizing as a template the VA Master Specifications available at www.cfm.va.gov/TIL/. Edited specifications are to be provided to the Canandaigua VAMC electronically by either email or on a CD rom. All edited specifications shall be edited to the specified project and have all impertinent specs and information removed. The designer shall provide to the VAMC a comprehensive electronic spreadsheet listing, by specification, all required submittals for the project for use as a submittal log. The designer shall use a submittal exchange system to be used during construction and remain active for 2 years after construction is complete. 3. Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, etc. to provide a complete assessment of the proposed work. This should include an identified number of visits included in the proposal. The VA shall provide access to hardcopy files of existing drawings, and the AE shall perform all searches of these files for any required reference materials to support design efforts. 4. Assess the intent and scope of this project and work with the Medical Center staff to develop a final design and cost estimate to best suit the needs and constraints of the government, while incorporating VAMC Canandaigua Engineering Service, VA Network 2, or any other government comments. 5. The design must, at a minimum, be in accordance with all applicable codes indicated in the Department of Veterans Affairs (VA) Design Manuals and VA Publications (Master Construction Specifications, Construction Standards, National Fire Protection Association (NFPA), Underwriters Laboratory, International Building Code IBC 2003, NFPA and National Electric Code (NEC), building codes and standards, and VA Information Security Handbook 6500.6, etc.). The following evaluation criteria will be used during the A/E selection process: 1. Team proposed for this project; 2. Proposed management plan; 3. Previous experience of team proposed for this project; 4. Location and facilities of working offices; 5. Proposed design approach for this project; 6. Project control; 7. Estimating effectiveness; 8 Miscellaneous experience and capabilities; 9. Awards & recommendations; 10. Insurance & litigations. The applicable NAICS code is 541330. This acquisition for design services will be a 100% set aside for service disabled veteran owned small business concern (SDVOSB). All SDVOSBs must be verified by the Office of Small and Disadvantaged Business Utilizations Center for Veterans Enterprise (CVE) through www.vetbiz.gov before award. SDVOSB firms desiring consideration must have a working office located within 300 miles of the Canandaigua, New York city limits and be licensed in New York State. All interested SDVOSB A/E firms are invited to submit Standard Form 330, Architect Engineer Qualifications and for any consultants, on SF 330 Extra Sections E and F.
