Renovation of a medical facility in Los Angeles, California. Completed plans call for the renovation of a 179,000-square-foot medical facility.

All RFI's due February 17, 2022 at 04:00 PM to project owner. UCLA requests a written response to this Request for Qualifications (RFQ) to select an Executive Architect for master planning and programming and to develop a Detailed Project Program (DPP) and supporting construction cost estimate for the UCLA Neuropsychiatric Replacement Hospital (Project #908038.01). UCLA recently acquired the Olympia Medical Center (Olympia). The property, located in the City of Los Angeles, approximately six miles from the UCLA campus, is currently operating as an acute care hospital. UCLA intends to convert Olympia into a state of the art acute psychiatric hospital. Once the renovations are complete, UCLA will relocate current inpatient psychiatric care from Ronald Reagan UCLA Medical Center (RRUCLA) to the new UCLA Neuropsychiatric Replacement Hospital and utilize the newly available space within RRUCLA for adult tertiary and quaternary (T/Q) medical and surgical services. The property, located at 5900 W. Olympic Boulevard, Los Angeles, California, CA 90036, is a 179,000 square foot facility consisting of four interconnected buildings, constructed at separate times over approximately 25 years starting in 1951. The proposed project would alter and renovate the site and buildings, including interiors, systems, exterior envelope, and equipment, for use as an acute psychiatric care facility. Additional temporary buildings and neighboring buildings may also be considered in this effort. The University intends to use a Design-Build delivery method for this project. To avoid any conflict of interest, any consultant hired with the primary role of developing the Detailed Project Program (DPP) or project proposal documents on behalf of the University is precluded from participating as a member of any prospective Design-Build Team. Upon completion of the DPP, the University may continue to work with the selected consultant(s) to assist with design, programming and peer review efforts throughout the length of the project. The University reserves the right to reject any or all responses to Prequalification Questionnaires and to waive non-material irregularities in any response received. All information submitted for prequalification evaluation will be considered official information acquired in confidence, and the University will maintain its confidentiality to the extent permitted by law. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Proposer may be required to show evidence of its equal employment opportunity policy. The successful Proposer and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work. The work described in the contract is a public work subject to section 1771 of the California Labor Code. No contractor or subcontractor, regardless of tier, may be listed on a Bid Proposal for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful Prequalified Proposer shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $15 per hour) and shall comply with all applicable federal, state and local working condition requirements. The proposed project will renovate the Olympia Medical Center hospital facility into the proposed UCLA NEUROPSYCHIATRIC REPLACEMENT HOSPITAL (NRPH) and relocate current inpatient psychiatric care from the Resnick Neuropsychiatric Hospital located on the 4th floor of the Ronald Reagan UCLA Medical Center (RRUMC). The mid-city NRPH will be part of a new, comprehensive, free-standing neuropsychiatric 3 building campus within the UCLA Health System. This will allow the relocated hospital to provide expanded inpatient and outpatient psychiatric care, responding to the systemic deficit of mental and behavioral health care sites in the region. The development of the program for the new hospital considers the programmatic priority of hospitalbased services at the new hospital. Services not prioritized to be in the licensed hospital, including hospital-based outpatient services and non-hospital outpatient services, administrative, teaching and research programs, will be subject to later programming efforts and are not part of this project. The scope of work shall include the complete design and construction of the renovation of the existing building and site, including selective demolition, structural alterations, modifications of building exterior, renovation of building interiors including all building systems, vertical transportation and off and on site civil and landscaping work. The project also includes planning, design and construction of IT infrastructure and medical equipment and systems on and off site civil and landscaping improvements.
