Site work and new construction of a recreation facility in Sherwood Park, Alberta. Completed plans call for the construction of a 150,000-square-foot, two-story above grade recreation facility; for site work for a recreation facility; and recreation facility.
In Phase 1 - Validation, the Project requires the IPD Team to develop a design concept and construction details necessary to confirm the design intent, achieve the County's (the "Owner", as defined in the IPD Agreement (Attachment 2)) requirements and allows the IPD Team to formalize a project base target cost including the profit pool. The base target cost shall be presented to the County's executive administration and Council for further approval of the funds necessary to proceed to full design and construction of the facility. Upon completion of Phase 1 - Validation, the IPD Team will proceed to Phase 2 - Design/Procurement to fully develop the facility design that meets the validated design and site services. The stated objectives for this Project are as follows: 1. Design and construct a new facility to meet the intent of the sports programs, cultural, social and community programs, including community gathering spaces and the various events that can be held within the facility. 2. The facility shall include a full-size indoor turf field that can accommodate a FIFA regulation size soccer field, lobby spaces, and support areas. These support areas include facility administration, storage, washroom and change room areas. 3. The following considerations are to be included in the facility design process: a) The facility design should maximize the energy efficiency to the greatest extent possible within the available budget; b) If feasible within the available budget, to align with the municipal sustainable buildings policy, the facility may be required to achieve a LEED Silver certification or greater; c) The design of facility shall facilitate the ease of maintenance and asset renewal anticipated to occur throughout the anticipated useful life of the facility; i. The use of life cycle analysis shall be used to help guide the selection of building systems and finishes; d) Safety is one of the core values the County aspires to. Where possible, engineered safety controls shall be designed to address areas of potential risk for facility operations and maintenance staff, including using the principles of Crime Prevention Through Environmental Design (CPTED) ensuring spaces are secure for staff and facility users and minimize security risks; e) Principles of diversity, inclusion and accessibility shall be incorporated for site access, wayfinding, technology (such as access to WiFi and integrated charging stations) and communications within the facility design. To support community well-being, the design should feature a variety of non-permanent seating options (hard surface and soft surface) in a variety of flexible configurations, spaces and pods to best provide the opportunity to have private interactions while also conducive of informal gatherings of residents; f) To develop cost effective parking strategies and facilities to meet the County's Land Use Bylaw (available on the County's website at www.strathcona.ca) requirements and land constraints. The design should incorporate facilities to support an integrated transit strategy for access to the facility; g) Designing facility spaces to promote physical activity and social connection. This would include considering influences and programs such as Fitwel (www.fitwel.org) or the Centre for Active Design (NY) publication Active Design Guidelines (www. centerforactivedesign.org/guidelines/); h) The facility being able to accommodate social distancing and pandemic/public health related regulations when and if required, such as ensuring that corridors, access and egress and high traffic volume areas are considered; i) The design shall integrate professional artist's work into the architectural design of the building and site landscape. The County shall select qualified public artists and artistic collectives who will engage with the IPD Team to develop architecturally integrated public art; and j) The design must allow for future expansion that may include multi-use court spaces, program rooms, or other recreation and social spaces at a later date. Consideration for expansion in the design, both in the interior and exterior spaces, shall be part of the design process. The new fieldhouse facility will achieve the following, all of which align with County plans as well as plans and initiatives of other community stakeholders and other levels of government (provincial and federal): a) meet local and regional need and demand for recreation and sport infrastructure, leading to healthier individuals and more connected communities; b) generate economic impacts through regular operations and through sport tourism; c) lead to job creation through construction and annual operations as well as event hosting; d) support economic recovery and spur on activity in the region; e) support post-COVID community well-being and recovery, including giving the community something to get excited about; f) help to support individual and collective mental health, safety and well-being of residents and visitors; and g) provide an accessible, barrier-free, age-friendly, inclusive space for residents to connect and engage with other community members.
