Site work and paving for a mixed-use development in Effingham, Illinois. Completed plans call for site work for a playground / park / athletic field; and for paving for a playground / park / athletic field.

This project consists of construction of 2 new playgrounds, sidewalks, retaining walls, stone outcrops, safety surfacing, ADA parking, fishing pier, general landscape, and ADA access to the existing beach. Bids for this work shall include all labor, supervision, materials, supplies, transportation, tools/equipment, and services necessary and required to perform the work as set forth in the Contract Documents. All requests for clarifications or interpretations outside the Pre-Bid Conference shall be made to the Architect and will be answered by Addendum when appropriate. Every bid shall be accompanied by a bid security consisting of a bid bond or certified check made payable to the Owner, in the amount of 5% of the bid sum. The Effingham Water Authority, hereinafter known as the Owner, is inviting sealed Bid Proposals from interested and qualified parties for Pearson Point Park Phase 1 Improvements. Commencement of the work on the contract shall be subject to the discretion of the Owner. The Owner reserves the right to waive any irregularities and to accept any or reject all bids when in the opinion of the Owner, such action will serve the best interest of the Owner. Successful bidders shall be required to observe the Fair Employment Practices Commission Rules pertaining to Equal Employment Opportunity and comply with the Illinois Prevailing Wage Act, 820 IL CS 130/0.01 et seq. and use Wage Determination as determined by the Illinois Department of Labor, Conciliation, and Mediation Division Dated 10/1/99. These wages will remain in effect until superseded by a new determination.
