A firm timeline for construction has not been disclosed. *The closed solicitation has been included below for reference: The City of Phoenix is seeking a qualified Construction Manager at Risk (CMAR) to provide preconstruction services and possible complete construction services for the 24th Street Water Treatment Plant (WTP) Rehabilitation Project 2021. The selected CMAR will work as a team with the designer of record and City staff to ensure an efficient design approach for the project. The 24th Street Water Treatment Plant is a conventional water treatment facility with the capacity to treat 140 million gallons per day (MGD). The WTP treats Salt River Project water with various operations and processes. It was constructed in the 1950s and 1960s and received various upgrades from 1990 to 2000. A condition assessment of the 24th Street WTP treatment systems indicated that various treatment systems need rehabilitation and/or replacement due to age and usage. The items to be rehabilitated/replaced have been prioritized based on the most up-to-date condition assessment conducted in four-year cycles. The City anticipates the treatment systems that need to be rehabilitated/replaced include
Raw water pump station valves, flowmeter, and miscellaneous electrical and instrumentation controls;
Flocculation basin inlet channel hydraulic modifications, gates and probes, and miscellaneous electrical and instrumentation controls;
Sedimentation basin weir plate, sample pumps, and miscellaneous electrical and instrumentation controls;
Filter effluent pipes, sample pump controls, meter replacement, and miscellaneous electrical and instrumentation controls;
Chemical feed area piping, flow meters, and miscellaneous electrical and instrumentation controls;
Chemical and maintenance building minor repairs and electrical and instrumentation controls;
Solids handling backwash equalization basin pumps, sludge blanket monitoring, backwash clarifier mechanism, and miscellaneous electrical and instrumentation controls;
Various electrical equipment such as UPS, transformers, standby generators, 15kV Electrical building, electrical panels at admin building area, raw water pump station electrical building and chemical building. Only firms whose physical business is located within Maricopa County are eligible to meet the SBE subcontracting goal, which will be set prior to construction of this project. The final goal will be based on SBE subcontractor availability.
