The project generally consists of the construction of a 500,000 gallon, elevated water storage tank, with related appurtenances, and site improvements. Bids from Bidders who are not on the Plan Holders List may be returned as not being responsive. No Bid will be received unless accompanied by a Bid Guaranty equal to at least 100% of the maximum Bid, or a certified check, cashier's check, or letter of credit equal to at 10% of the maximum Bid, payable to the Owner as a guarantee that after the Bid is accepted, the Bidder will execute and file the Agreement and 100% Performance and Payment Bonds within 10 days of the Notice of Award. All Contractors and Subcontractors involved with the project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of the project. Domestic steel use requirements as specified in Section 153.011 of the Revised Code apply to this project. The Contractor and all Subcontractors shall pay employees on the project the current applicable prevailing wages established by the State of Ohio Department of Commerce, Division of Industrial Compliance, Bureau of Wage and Hour Administration, including all updates, and shall comply with the provisions of Chapter 4115 of the Ohio Revised Code. Any Bid may be withdrawn prior to the scheduled closing time for receipt of Bids, but no Bidder shall withdraw his Bid within 60 days after the actual opening thereof. The Village of Johnstown reserves the right to reject any or all bids, to waive any informalities or irregularities in the bids received, and to and conduct necessary investigations to determine the lowest and best bid. Any bid submittals deemed by the Owner to be incomplete or nonresponsive will be rejected.
