All bids must be accompanied by a consent of surety from a surety company authorized to do business in the State of New Jersey and acceptable to the Borough of Park Ridge, and either a bid bond, certified check, or cashiers check, in the amount of ten percent of the bid not to exceed $20,000 and made payable to the Borough of Park Ridge. Guarantee checks or bid bonds shall be applied against the damages incurred by the Borough, if the bidder fails to execute the contract and furnish bonds, as specified, within ten (10) days after the notifications of the contract award. All bids must be accompanied by a certificate from a surety company acceptable to the Mayor and Council, that such surety company will provide the bidder with performance and payment bond as required in the specifications. All bids must include a non-collusion affidavit. All bids and certified checks or cashier checks must be delivered to the Borough Clerk on or before the hour named. The Mayor and Council of the Borough of Park Ridge reserve the right to reject any and all bids and/or to waive technicalities and informalities in any bid for the best interest of the Borough of Park Ridge and to consider the competency and responsibility of the bidders in awarding the contract. Bidders are required to comply with the requirements of NJSA 10:5-31 and NJAC 17:27 et seq. (P.L. 1975, c. 127 Affirmative Action), Executive Order 11246 Regarding Equal Employment Opportunity, Chapter 33, Laws 1977 regarding disclosure of Partners and Stockholders and P.L. 1999 c. 39 as amended by P.L. 2004 c. 57 (NJ Contractor Business Registration Act). The successful bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964 as amended and the Public Works Contractor Registration Act (NJSA 34:11-56.48).
