As of July 26, 2023, an engineer has been selected and this project is in the design phase. A firm timeline for construction has not been determined. *The closed solicitation has been included below for reference: Inquiries regarding any part of the RFP package shall be emailed to Namibia Muid at nmuid@njtransit.com in writing no later 3:00 pm, March 24, 2021. New Jersey Transit Corporation (NJ TRANSIT) is requesting proposals from qualified planning and engineering Consulting firms to conduct Conceptual Design, Preliminary Engineering, Final Design Engineering, and Construction Assistance services for the Secaucus-Meadowlands Transitway project. The intention is to leverage existing rights-of-way and partner with adjacent transportation infrastructure owners (such as New Jersey Department Of Transportation and New Jersey Transit Authority) to quickly and cost effectively implement environmentally friendly transit access between NJ TRANSIT's existing system and the Meadowlands Sports and Entertainment Complex. As a result of this RFP, NJ TRANSIT will enter into Contract for Phase 1 - Conceptual Design (up to 10%) and Analyses, only, at this time. All firms submitting Proposals for this project must have related experience of a similar magnitude. NJ TRANSIT is requesting Proposals from firms with the intention of awarding a contract to the organization(s) whose qualifications and Proposal offers the best value to NJ TRANSIT. Background information, project description, Scope of Services, instructions for Proposers and evaluation criteria can be obtained by contacting the Procurement Intake Unit at the address below or via email at intakeunit@njtransit.com. NJ TRANSIT will not hold an in-person meeting for the Pre-Proposal Conference. Prospective proposers are required to register as an interested party by completing the Intent to Propose Form and submitting the form on or before April 13, 2021, at 3:00 p.m. and may be emailed to nmuid@njtransit.com. This form is required in order to submit a Proposal but does not bind a prospective proposer in any way. Failure to timely submit the notice of intent may result in NJ TRANSIT rejecting any proposal later submitted. NJ TRANSIT may not award a contract unless the Proposer has provided to NJ TRANSIT a valid business registration certificate issued by the Division of Revenue and Enterprise Services within the Department of the Treasury as required by N.J.S.A. 52:32-44 for itself and any Subconsultant(s). In addition, Subconsultants shall not engage in the performance of any work under this contract without a valid business registration certificate. The successful Proposer will be required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. regarding Equal Employment Opportunity Laws and Regulations. Disadvantaged Business Enterprises, in accordance with the Department of Transportation (DOT) Regulations 49 C.F.R., Part 26, shall have the maximum opportunity to participate in the performance of this contract. A 21% DBE Race Conscious (RC) goal has been assigned to Phase I only. All proposals, contracts, laws and related documentation will be subject to the financial assistance contract between the project sponsor and the U.S. Department of Transportation, under the Federal Transit Act of 1964, as amended, based upon availability of funds. The method of contractor selection has not been determined at this time.
