Site work for a transportation facility in Dover, New Jersey. Conceptual plans call for site work for a transportation facility.

Professional Engineering Services for the Design of the Dover and Rockaway Railroad Realignment Project in the Township of Denville, Town of Dover, Borough of Rockaway, Township of Rockaway, and Borough of Wharton, Morris County, Nj Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.2, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jerseys Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award. The vendor shall maintain all documentation related to products, transactions, or services under this contract for a period of five years from the date of final payment. Such records shall be made available to the New Jersey Office of the State Comptroller upon request. Cost plus fixed fee with the NJDOT overhead rates and procedures are to be used when preparing the Cost Proposal. Cost Proposals shall be submitted in a sealed envelope and separate from the Technical Proposal. In accordance with the Governors Executive Orders and guidance regarding Covid-19, the County of Morris requests that the public maintain SOCIAL DISTANCING. Accordingly, we ask that Bidders/Respondents may wish to consider not attending the Bid Openings in person. We do note that if Bidders/Respondents choose to attend, they are required to be screened by Courthouse security. If they show any signs of illness, they will not be permitted access to the building. Due to the circumstances, during the bid opening process, a bid review and providing unit prices will not take place at the openings. Instead, this information will be posted online once available. Bidders/Respondents are encouraged to MAIL in bids and responses. If they must be hand delivered, the County of Morris has a drop box located outside of the Purchasing Office, 5th floor of the Administration and Records Building, 10 Court Street, Morristown, New Jersey. Proposals shall be delivered in either in person, by delivery or mail at the hour designated, or previous thereto, to Purchasing Agent Morris County Administration and Records Building, Purchasing Division, 5th Floor, Room 517 PO Box 900 10 Court Street Morristown, New Jersey, 07963 0900. No proposals shall be accepted after the designated time, and Morris County will not assume responsibility for proposals forwarded by mail or delivery service, nor any other conveyance. Respondents are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. Proposals shall be considered valid for the period of time it takes to negotiate an agreement and execute a contract with the successful firm. The method of Contractor Selection has not been Determined at this time.
