Demolition, site work, paving and new construction of a civil project in Bellingham, Washington. Completed plans call for site work for a road / highway; for paving for a road / highway; for the demolition of a water / sewer project; for the construction of a water / sewer project; and water / sewer project.

The improvement consists of rebuilding the existing Park Place Water Quality Facility with an improved phosphorus removal media and facility reconfiguration. The improvements include relocating off-site utilities, new power and communications utilities, new water main, installing new drainage structures and piping in the Northshore Drive and park Place Rights of Way, pavement and landscape restoration, and complete redevelopment of the existing facility. The redevelopment of the facility will include new drainage piping, grading, installing pretreatment and distribution vaults, concrete retaining walls and cell divider walls, sourcing, blending, and placing custom stormwater filter media. The redevelopment of the site will also include the installing motor actuated valves, SCADA control system, associated electrical and control wiring, new power service, paving, installing a new perimeter fence and gate, and site landscaping. Price Range: $1,750,000 - $2,250,000 All proposals must be upon the Bid Proposal form provided by the City of Bellingham and must be accompanied by a certified check, cashier's check, cash, money order or bid bond payable to the Finance Director in an amount equal to or exceeding five percent (5%) of the total bid. No other form of bid security is acceptable. A one hundred percent (100%) payment and performance contract bond will be required; provided that for projects of thirty-five thousand dollars ($35,000) or less, at the contractor's option, retainage of fifty percent (50%) will be held until releasable under RCW 39.08.010 in lieu of a payment and performance contract bond. It is anticipated that this project will be funded in part by the Washington State Department of Ecology. Neither the State of Washington nor any of its departments or employees are, or shall be, a party to this contract or any subcontracts. The right is reserved to postpone making the award for a reasonable length of time, to reject any and all bids, or to waive irregularities not affecting substantial rights.
