This Request for Proposals (the "RFP") is an invitation by the Saskatchewan Power Corporation ("SaskPower") to prospective proponents to submit proposals for the provision of Services and Work, in a Construction Management at Risk model, to be the Saskatoon Maintenance Centre Refurbishment, as further described in the RFP Particulars (Appendix A) and Form of Agreement (Appendix C) (the "Work" and "Services" respectively). Saskatoon Maintenance Centre (SMC): This SaskPower owned building, at over 200,000 ft2, is the second largest in the province and has about 375 employees. It is SaskPower's main service centre to the northern part of the province and is made up of office, shop, and warehouse spaces. SMC was built in phases. A major refurbishment is required to extend the lifecycle of the building, efficiently use spaces, to meet building codes, government regulations and SaskPower standards. Due to the age, complexity, and size of this building, a thorough building assessment was completed to clearly define the building requirements. The SMC Refurbishment Program encompasses all Work and Services related to the temporary relocation of building occupants, demolition, and construction of all building interiors, systems, roof replacements, and accessibility requirements. The building will remain occupied and operational during the Program. The Program will be undertaken in stages with individual standalone Projects approved and issued as per SaskPower's internal governance process. The East Roof Project has been approved for construction as the first Project in the Program, as further set out in the RFP Particulars (Appendix A). The Contractor will provide Program Services, Project Pre-Construction assistance, and Project construction Work for the SMC Refurbishment Program, as each Project is initiated by SaskPower.
