Demolition, site work and addition to a playground / park / athletic field in Wall Township, New Jersey. Completed plans call for the addition of a 1,800-square-foot playground / park / athletic field; for the demolition of a playground / park / athletic field; and for site work for a playground / park / athletic field.

DESCRIPTION OF WORK: Construction of a barrier-free lavatory and a 30' x 60' heavy timber pavilion structure addition to an existing rest room facility. ADDRESS FOR RECEIVING BIDS: Roberta Lang Township Municipal Clerk 2700 Allaire Road Wall, New Jersey 07719 EXAMINATION OF CONTRACT DOCUMENTS: Contract Documents may be examined Monday through Friday, except legal holidays, from 9:30 AM to 12:00 Noon and from 2:00 PM to 4:30 PM, prevailing time, at the office of the Architect at the address set forth above OBTAINING CONTRACT DOCUMENTS: Deposits will not be returned except as provided for by N.J.S.A. 40A:11-24. BID SECURITY: Bid Security is required in the amount not less than ten percent (10%) of the total amount indicated in the Bid, but not in excess of Twenty Thousand Dollars ($20,000.00). No bid may be withdrawn for a period of sixty (60) days after the date set for opening except with express written approval by the Owner. CONSENT OF SURETY: Certificate from a Surety Company is required indicating consent to be bound as surety and guarantor for performance required under the Contract Documents.The Consent of Surety required must be unconditional. SITE VISITATION: Since the park facility is fully operational and the existing conditions will have a major impact upon the proposed work, bidders must arrange to visit the site. Bidders must arrange to visit the site by contacting the Owner's Representative: Contact: Joe Lentini Telephone: 732-320-2865 Requests for additional funds by the Bidder during construction for work that could have been anticipated by a visual inspection of the existing conditions prior to the submission of a Bid will not be considered by the Owner. POST BID REVIEW Within seven (7) calendar days from the Bid Date, the Owner may require that the Bidder meet with the Architect to discuss their Bid Proposal and other issues regarding the award of the contract. The Bidder will be asked to confirm that their Bid Proposal does not contain any errors and will review the Base Bid as well as unit pricing. STATUTORY REQUIREMENTS: The requirements of New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25, et. seq.), Affirmative Action Act (N.J.S.A. 10:5-31, et. seq.), N.J.A.C. 17:27-1, et. seq., The Public Works Contractor Registration Act (P.L. 1999, c. 238), New Jersey Business Registration (N.J.S.A. 52:32-44) and all other applicable laws shall be fulfilled. REQUIRED DOCUMENTATION: Each bid proposal must contain an original and one (1) copy of the following: 1. A Completed Bid Proposal Form 2. A Bid Security in the form specified in the Bidding Documents to the order of the Owner, in an amount of not less than ten percent (10%) of the total amount of the bid, not to exceed Twenty Thousand ($20,000.00) Dollars. 3. A Consent of Surety evidencing that the Successful Bidder for any Contract(s) or Combined Contract will furnish in the form required for a surety company satisfying the requirements of the Bidding Documents including: a performance Bond in the amount of One Hundred Percent (100%) of the Contract Price, a Labor and Materials Bond in the amount of One Hundred Percent (100%) of the Contract Price; and, at the time required in the Bidding Documents, a Maintenance Bond in the total amount of Twenty-five Percent (25%) of the Contract Price. 4. Acknowledgement of Receipt of Changes to Bid Documents. 5. Bid Document Submission Checklist. 6. A Non-Collusion Affidavit. 7. A Corporate Disclosure Statement of individuals owning 10% or more of the stock of the bidder company, corporation, partnership and joint venture, pursuant to P.L. 1997, C.33. 8. Where the Bidder is a Foreign Corporation, a valid "Certificate of Authority to perform work in New Jersey." 9. Contractors Qualification Statement 10. Affirmative Action Language- Exhibit B 11. Americans with Disabilities Act 12. Political Contribution Disclosure Form 13. Disclosure of Investment Activities in Iran. 14. Contractor's Sworn Statement. 15. Sub-Contractor's Sworn Statement completed by identified subcontractors pursuant to N.J.S.A. 40A: 11-16, if applicable. 16. State of New Jersey Business Registration Certificate for the Bidder and all designated Sub-Contractors, if applicable. 17. Public Works Contractor Registration Act Certificates for the Bidder and all designated Sub-Contractors. 18. Contractor's Certification of Compliance with the New Jersey Prevailing Wage Act. OWNER'S DISCLAIMER/ OWNER'S DISCRETION TO ACCEPT OR REJECT BIDS: The Owner assumes no responsibility, whatsoever, in connection with any defects arising out of the Bidding Documents or the receipt or failure to receive Bids, including those which may arise from delay for any reason in obtaining or submitting the Bidding Documents including but not limited to, traffic delay, messengering, mislabeling, misdirections from any source, misdelivery or otherwise. TIME FOR MAKING AWARDS, DEPOSITS RETURNED: The Owner will award the contract or reject all bids within sixty (60) days of receipt, except that the bids of any bidders who consent thereto may, at the request of the Owner, be held for consideration for such longer period as may be agreed. All bid security except the security of the three apparent lowest responsible bidders shall, if requested, be returned after ten (10) days from the opening of the bids, Sundays and holidays excepted and the bids of such bidders shall be considered as withdrawn. Within three (3) days after the award of the contract and the approval of the contractors performance bond , the bid security of the remaining unsuccessful bidders shall be returned to them forthwith, Sundays and holidays excepted. REJECTION OF BIDS: The right is reserved by the Owner to reject any or all bids or to waive any immaterial defect or informality in any bid, if deemed in the best interest of the Owner. Any Bid which does not fulfill the material requirements of the Bidding Documents will be rejected. When it is in its best interest to do so, the Owner may award the Contract in whole or in part, select any combination of bids, or may waive any informalities in or reject any or all bids.
