As of September 17, 2024, this project is under construction. The City of Concord is soliciting proposals from qualified consultants to provide engineering services for refurbishing the sodium hypochlorite storage and feed room at Coddle Creek Water Treatment Plant (Coddle Creek WTP). This project entails the replacement of three (3) sodium hypochlorite tanks, repairs to concrete flooring and containment, as well as a structural integrity evaluation. The consultant selected may be asked to provide any or all of the following services. The intent of this scope is to be a phased approach to allow consultant and owner to understand the magnitude and complexity of the project prior to entering the next phase of the scope. The selected consultant shall provide the following services: Phase 1: Preliminary Engineering Evaluation of the existing chlorine storage area and feed system, including but not limited to: Structural evaluation of concrete floor Evaluation of building structure in the chorine storage room Regulation or building code required upgrades Feed system evaluation for function and compliance Preliminary Engineering Report Phase 2: Design, Permitting and Bidding Basis of Design Report and Issued for Bid Plans and Specifications Design of the chlorine storage and feed system improvements, concrete floor repair, and repair design, if necessary, for building structure Design shall take into consideration that the chlorine feed system must remain in operation during construction for plant operation Permitting support for the repairs, including: Issued for Permitting Drawings and Specification Preparation and submittal of all required permits Bidding Support Services Phase 3: Construction Phase Services Construction administration Resident project representative Questions concerning the scope of this project should be directed in writing to Ryan LeClear, Purchasing Manager at the address below. Any such contact will subject the firm to immediate disqualification for consideration for this project. At the option of the selection committee interviews may be held with selected applicants if it is determined to enhance the selection process. No statement of qualifications will be accepted after the due date and time. Should the City of Concord choose to conduct interviews with selected qualified firms, those particular firms will be contacted by City staff in order to schedule the interviews. The City reserves the right to reject any and all statements of interest. It is projected that City personnel will complete the interview process and make a recommendation of the top firm to the City Manager by September 23, 2022. The contract with the top firm must be approved by City Council. Once the contract is approved by City Council and executed by the City Manager, a notice to proceed will be sent to the firm.
