The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to the following: Upgrade and/or replacement of traffic signal equipment at 34 intersections (or 37 intersections with Bid Alternate A), including replacing yielding poles, aged signal hardware, and traffic signal controllers; installing new pedestrian signal equipment; installation of fiber optic cable and hardware to integrate project intersections into the City of Syracuse communication network; and installation of sidewalks and ADA curb ramps. The projects limits are at intersections from: E Genesee Street (Columbus Street to Sunnyside Park & Meadowbrook Drive), South Salina Street (Taylor Street to Dorwin Avenue), South Avenue (Onondaga Street & Parkway Drive to Glenwood Avenue & Valley Drive), and S Seneca Turnpike (Valley Drive to S Salina Street). Bid Alternate A includes South Salina Street from Seneca Turnpike to Dorwin Avenue. There is a Disadvantaged Business Enterprise (DBE) participation requirement for this project of 6%. The affirmative action goals include a minority utilization of 3.8% and a utilization goal of 6.9% for women. Each bid must be accompanied by a certified check or bid bond, in the amount of five percent (5%) of the total maximum bid price (combination of base bid or alternate bid plus add-on items) for the contract in the form and subject to the conditions provided in the Information for Bidders. All work items of this contract shall be completed within 480 calendar days from the date of the Notice to Proceed or shall be completed by September 30, 2022, whichever comes first, inclusive of a winter shutdown as described.
