OMD also has the responsibility of historic preservation of military artifacts. The Oregon Military Museum ("OMM") established in 1975, serves as repository for military weapons, artifacts and documents relating to the military history of the citizens of Oregon. The mission statement of the OMM simply states: To inspire and educate visitors about Oregon's military heritage and legacy to include the National Guard, the State's early militia, and all branches of the Armed Forces. To meet its professional stewardship obligations for the historical artifacts and archives entrusted to its care. This project is to provide the design, construction, fabrication, and installation of exhibit galleries within the Oregon Military Museum. The main exhibit hall is approximately 9,000 square feet in size and has several smaller exhibit galleries including a temporary exhibit gallery, a weapons exhibit gallery, the main entrance lobby and the Hall of Valor spaces. The design will include casework, graphics, lighting, interpretive panels with inset cases, dioramas and specialty display cases with added security measures as needed. This project addresses the development of the design and installation of highly specialized museum displays at the Oregon Military Museum located in Clackamas, Oregon (the "Project"). The Oregon Military Department ("OMD" "Owner" or "Agency") is seeking a Design-Build Contractor ("DBC" or "Contractor") with expertise in museum display design, construction, fabrication, and installation to provide Project management, design, review, value engineering, construction, fabrication, and installation of the Project, including but not limited to, the design, construction, fabrication, and installation of educational museum displays including lighting, casework, dioramas, graphics, interpretive panels, interactive and specialty display cases, macro artifact displays, historic aircraft displays, military vehicle displays, military weapons displays and all associated historical research to ensure proper and correct interpretive panels and signage. The Project design must also comply with the federal standards contained in NGR 870-20, (Army National Guard Museums, Museum Activities and Historical Property) , AR 870-20, (Army Museums, Historical Artifacts, and Art), AR 870-5, Military History, Responsibilities, Policies, and Procedures, CH-7) TRADOC Regulation 870-1, (United States Army Training and Doctrine Command, Military History Program), AR 190-51, (Security of Unclassified Army Property, sensitive and non-sensitive, CH-5), AR 190-11, (Physical Security of Arms, Ammunition and Explosives, Chapters 4-13), ORARNGR 870-1 Oregon Military Museum-Historical Activities, Dated 24 April 2015. For the Museum Display project at the Oregon Military Museum in support of the ongoing mission of the ORARNG and in support of the Oregon Military Museum Interpretive Plan - Meet mission requirements - Meet its stewardship obligations for the historical artifacts and archives entrusted to its care - Provide public access to Oregon's military heritage and legacy - Optimize operational flow - Allow for flexibility - Meet minimum museum standards for preservation, interpretation and visitor safety - Create a professional, durable, self-guided visitor experience through themed galleries that include a permanent, chronological storyline of Oregon military history and a temporary changing themed gallery. - Provide educational and inspiring learning experience for all ages. - Convey the unique identity and values of the Oregon Military Museum as spelled out in Museum's interpretive plan, updated December 10th, 2020. - Incorporate the five core take-home messages and meet the interpretive goals stated in the updated Oregon Military Museum interpretive Plan All OMD facilities are governed by U.S. Homeland Security REAL ID compliance regulations. Valid Photo identification is required. Facility owners and staff are prohibited from accepting driver's licenses or ID cards from non-compliant states or jurisdictions. Proposers are responsible for providing appropriate valid identification. OMD is not responsible for Proposers who are denied access for not having proper identification.
