*As of March 22, 2023, a design/builder has been awarded. 90% drawings will be released in June 2023 for the final bid set which will consist primarily of architectural and finish work. The Louisville and Jefferson County Metropolitan Sewer District (MSD) invites submittals of responses to this Request for Qualifications (RFQ) for Progressive Design-Build (PDB) services for the Paddys Run Flood Pump Station Capacity Upgrade Project (Project). The Project will be delivered in two stages: Stage 1: Design through 100%, construction planning, permitting, and the development of a Guaranteed Maximum Price (GMP) proposal(s). Stage 2: Construction, start-up and commissioning, acceptance testing and postconstruction services. Once the RFQ is issued, all inquiries must be submitted via online. The deadline for inquiries is April 5, 2021 at 10:00 AM(EST) local time. Phone inquiries will not be accepted. Inquiries received after the inquiry deadline will not be answered. Inquiries will be answered by addendum only and posted to online. It is each Respondents responsibility to obtain and submit acknowledgement of all RFQ addenda with the submission of its SOQ. Respondents must not contact any other MSD representative for information and/or to inquire about the status of this procurement. MSDs Evaluation Committee will review the SOQ against all of the Pass/Fail criteria set forth in Table 6-1 of this RFQ. MSD reserves the right to reject SOQs that fail to demonstrate compliance with each of the Pass/Fail Criteria. The MSD MBE/WBE Program construction subcontracting goals of 18.0% for African American businesses and 2.0% for Asian-Indian American businesses with a total of 20.0% as recognized by National, Federal and Local certified Minority Business Enterprise (MBE) firms and 15.0% Caucasian Female businesses as recognized by National, Federal and/or Local certified Woman Business Enterprise (WBE) firms, as recognized and approved by MSD. In addition, based on the MBE/WBE Program, for engineering and other professional services on the project, the aspirational participation goals are 15.0% MBE and 6.0% WBE as recognized by National, Federal and/or Local certified MBE and WBE firms, as recognized and approved by MSD. Substantial Completion Date upon which the Project, as a whole, is ready for beneficial use and occupancy by MSD. MSDs amended Consent Decree establishes the latest possible date as Dec 31, 2026. The contractually required date for Substantial Completion will be established in the RFP.
