Site work and paving for a mixed-use development in Winchendon, Massachusetts. Completed plans call for site work for a road / highway; for paving for a road / highway; water / sewer project; sidewalk / parking lot; and sidewalk / parking lot.

The scope of work includes a Base Bid of Schedule A and Schedule B and an Alternate 1. Schedule A consists of construction of approximately 260 linear feet of sanitary sewer, 350 linear feet of storm drainage, 1,400 linear feet of bituminous, monolithic concrete and precast concrete curbing, 6,350 square feet of concrete sidewalk, installation of 7 drainage structures and 2,100 square yards of road reclamation. Schedule B consists of approximately 240 linear feet of storm drainage, 180 linear feet of bituminous and monolithic concrete curbing, 370 square feet of concrete sidewalk, installation of 5 drainage structures, 400 square yards of road reclamation and 790 square yards of milling and overlay. Alternate 1 consists of 790 linear feet of water main and associated hydrants and services. Bid Security in the form of a bid bond, cash, certified check, treasurer's or cashier's check payable to the Owner, is required in the amount of five percent of the bid, in accordance with Section 00200, INSTRUCTIONS TO BIDDERS. The Instructions to Bidders, Form of General Bid, Agreement, Plans, Specifications, Performance and Payment Bond, and other Contract Documents may be examined at the following location during normal business hours: Weston & Sampson Engineers, Inc., 712 Brook Street, Suite 103, Rocky Hill, Connecticut 06067 Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground (or $65.00 per set for UPS overnight), payable to the BidDocs Online, Inc., to cover mailing costs. The award will be to the lowest, responsible, and eligible bidder. The Owner reserves the right to waive any informalities in bids and to reject any or all bids. The selected contractor shall furnish a performance bond and a payment bond in amount at least equal to one hundred percent (100%) of the contract price as stipulated in Section 00520, construction contract, of these specifications. All bids for this project are subject to applicable bidding laws of Massachusetts, including General Laws Chapter 30, Section 39M as amended. This project is being funded in part by a CDBG 2020 Grant from the Mass. Dept. of Housing & Community Development. Prequalification of contractors is required under provisions of Section 34 of Chapter 90 and in accordance with 720 CMR 5.00. Bidders must be on the prequalified list provided to the Engineer by the MassDOT Highway Division Prequalification Department. All proposals submitted by non-prequalified bidders are subject to rejection by the municipality at or after the bid opening. Prevailing Wage Rates as determined by the Director of the Executive Office of Labor and Workforce Development under the provisions of the Massachusetts General Laws Chapter 149, Section 26 to 27H, as amended, or by the Davis Bacon Wage Rates, whichever hourly rate pays more, apply to this project. It is the responsibility of the Bidder, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed work under this contract. By submission of a bid, the Bidder agrees that this bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded after the opening of bids.
