The work consists of: Site Grading, Drainage, Miscellaneous Utility Improvements and Paving for proposed Hangar Space and Taxilane Expansion. Proposals must be sealed and marked "Corporate Hangar & Taxilane Expansion. All proposals must be submitted upon the blank forms provided in the copies of Proposal, Contract, Minority Business Contract Provisions and Specifications. No bid may be withdrawn after the scheduled closing time for receipt of Bids for a period of ninety (90) days. Any Bids received after the scheduled closing time for receipt of Bids will be returned to the Bidder unopened. Davidson County Airport Authority reserves the right to retain Bids for a period of 90 days from receipt. Each bid must be accompanied by Bid security in an amount of not less than five percent of the amount of the Bid. Security may be in the form of cash, a certified check made payable to Davidson County Airport Authority and drawn on a bank or trust company insured under the Federal Deposit Insurance Corporation or a Bidder's Bond. The public opening for this project will be held at 2:00 pm, Thursday March 24, 2022 in the Conference Room at the Davidson County Airport, 1673 Aviation Way, Lexington, NC. Consideration will be given only to Bids of Contractors who are able to submit evidence showing that they are properly licensed under "An Act to Regulate the Practice of General Contracting", ratified by the General Assembly of North Carolina on March 10, 1925, and so subsequently amended. The Davidson County Airport Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises and airport concession disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Both Performance Bond and a Payment Bond are required in an amount equal to 100 percent of the contract price, conditioned upon the faithful performance of the contract and upon the payment in full to all persons supplying labor and furnishing materials for and in connection with the construction of the project. The Owner reserves the rights to waive any informalities or to reject any or all Bids and Proposals. The Owner reserves the right to increase or diminish the quantities or items given in the Proposal and to award Contracts which appear to be in the best interest of the Owner. Except as noted in the "Special Conditions" section of the Specifications, it is understood that this Contract may be increased in an amount equal to fifty percent of the total Contract as the Owner may option. It is further understood that any increases made may be in the total amount and each Bid item need not be increased in the same amount. Each Contractor submitting a Proposal for this work, when requested, shall produce evidence of experience in constructing a project of similar size and nature. Contractors that are unable to produce this evidence may be rejected although they are low Bidders.
