The monumental amount marks the most the state has ever received from the annual August redistribution of money the highway administration awards from spending authority not used by other states during the fiscal year. "With this $101 million boost in funding authority, NDOT will have brought home more than $208 million since 2019 through the August Redistribution process, supporting critical transportation projects throughout Nevada," NDOT Director Kristina Swallow said. "This historic amount of funding is a testament to the hard work NDOT has put into effectively planning and advancing projects, putting more federal dollars to work to support good-paying jobs, local communities, and deliver some of the best roads and bridges in the country." NDOT was able to secure the record-setting amount by ensuring several transportation projects were ready to fully use authorized federal transportation funds, according to Justin Hopkins, NDOT spokesman. To qualify for the additional authority, NDOT had to have the funding already approved. "This is the authority to spend the funds that are already allocated to us," Hopkins said. "The funds need to be obligated by Sept. 30. NDOT completed all obligations on Sept. 22." The $101 million in federal funding authority equates to a 25 percent increase over NDOT's initial authorized amount of $400 million. Examples of projects in Southern Nevada that will benefit from the additional funding authority include the expansion and redesign of Charleston Boulevard from Honolulu Street to Sacramento Drive, near U.S. 95, and state Route 376 in Nye County, from just north of Carver's Roadside Rest Park. The Charleston project was allocated $65 million, and the Route 376 work received $20 million. Despite this significant infusion of federal spending authority, the state Highway Fund, which funds most state transportation projects, faces an annual deficit of more than $530 million -- and that deficit only continues to grow. The account is funded by revenues from gas and special fuel taxes as well as driver's license, registration and motor carrier fees provided by the Department of Motor Vehicles. Nevada's Transportation Funding Study and Advisory Working Group is studying the state's multimodal transportation needs to recommend funding options to provide long-term financial sustainability and equitably meet long-term needs of all transportation users. "We are eagerly awaiting recommendations from the advisory working group," Hopkins said. Granite is scheduled to start work on the interchange this coming August. Completion is slated for the second quarter of 2024. The scope of work includes: Widening Charleston Boulevard; Ramp improvements at the Charleston Boulevard-Eastern Avenue interchange; Addition of auxiliary lanes on I-515; Widening of four bridges; and The installation of new sound-barrier walls and mechanically stabilized earth retaining walls. Granite said it has been involved in the preconstruction phase of the project since 2017 and has created cost estimates for the improvements, completed plan reviews and developed a project Maintenance of Traffic plan for NDOT. The company has also participated in the agency's public outreach process. "We have been heavily involved in this project since 2017 and are thrilled that we get to continue working with NDOT on I-515," said Don Sawyer, Granite area manager, in a prepared statement. The CMAR project delivery method, also known as Construction Manager/General Contractor (CM/GC), sees contractors like Granite come in early in the project lifecycle and advise on design - which is contracted to a separate design firm - as well as on other aspects of the project. Along the way, the CM/GC and the client will negotiate a guaranteed maximum price (GMP) for the project. According to Granite, the CMAR delivery method can: Reduce cost and shave time off a project schedule through the value engineering process during the design phase; Speed up project timelines through a cooperatively developed schedule; and Produce innovative solutions to technically complex project issues, which can lower risk and costs and reduce project time. _________________________________________________________________ For the I-515/ Charleston Boulevard Project, Charleston Boulevard to Eastern Avenue in the Las Vegas, Nevada, per Nevada Revised Statute (NRS) 338.16991. Description of the project: The I-515/ Charleston Blvd Interchange Improvement Project includes widening I-515 between Charleston Blvd (Exit 72) and Eastern Ave (Exit 73) interchanges by constructing a 24-foot widening entirely on the northbound side of the I-515, after which the median barrier will be relocated by 12 feet to rebalance the cross section and provide three general purpose lanes and one auxiliary lane in each direction. The project also includes widening and reconstruction of the I-515/ Charleston interchange ramps and Charleston Blvd at the interchange. The limits of work on Charleston Blvd are between Honolulu Street and Sacramento Drive.
