Cardno, on behalf of the City of Salisbury, North Carolina, is requesting bids from qualified and experienced contractors to properly segregate and remove debris with Asbestos-containing Materials (ACM) at the former Kesler Mill/Fieldcrest Cannon Plant #7 located at 423 N. Martin Luther King Jr. Avenue in Salisbury, North Carolina. Cardno was selected by the City of Salisbury (City) to provide oversight and management of project activities. This work will be performed pursuant to Environmental Protection Agency (EPA) Brownfields Cleanup Grant, Occupational Safety and Health Administration (OSHA), State of North Carolina Health Hazards Control (NCHHC), and State of North Carolina Department of Environmental Quality (NCDEQ) requirements. Proposals delivered after the time and date set for receipt of proposals will NOT be accepted and will be returned to the submitter. It is the submitters responsibility to ensure timely delivery of a proposal. Responses to questions will be e-mailed to all interested bidders by March 29, 2021 @ 5:00 PM. The City encourages local and disadvantaged business owners to submit proposals for this project. All respondents are encouraged to source locally for subcontractors and supplies. The City shall award contracts without regard to race, religion, color, creed, national origin, sex, age, or handicapped status. The City reserves the right to reject any and all proposals, parts thereof, and to waive any technicality, when the best interest of the City shall be served. The City reserves the right to waive or remove parts of this Request for Proposals and evaluate proposals on the remaining portion, when the best interest of the City shall be served. A Certificate of Insurance that shall protect the Contractor and shall be written to include the City of Salisbury. All certificates of insurance and policies shall contain the following clause: The insurance covered by this Certificate will not be cancelled or materially altered unless at least thirty days prior written notice has been given to the City of Salisbury.
