As of May 10,2021, the project has been awarded to J. Bognar Construction LLC for $333,520.35. Installation of perimeter boundary fencing defined in contract plan. A majority of the work will take place within the boundaries of regulated wetland areas or wetland buffers areas and are subject to the wetland permit requirements of the New York State Department of Environmental Conservation (NYSDEC). Work shall be completed in accordance with the Construction Phasing Plans as well as the Construction Safety and Phasing Plan, which restricts the height of equipment throughout the site, as well as denoted the marking of equipment operating on the site, amongst other requirements. Access to the site shall be restricted to the two access drives located off Young Street and Packard Road. Packard Road contains curbing and if this curbing is removed for access, it shall be replaced prior to project completion. Access into the wetland areas shall be done in such a manner to limit ground disturbance within the wetland and wetland buffer area. Wetland crossing mats shall be utilized to gain equipment access into the interior of the wetlands, and transport cut materials out of the wetland areas for any processing prior to being disposed of off airport property in an approved location secured by the contractor. The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period. Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com, or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA's Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid. The Contractor shall perform not less than 50% of the Work with its own forces. The time of completion for the project is 60 continuous calendar days from the Notice to Proceed (NTP). Contractor shall provide an adequate workforce to meet the time of completion. Liquidated damages in the amount of $1,240.00 per calendar day will be assessed against the Contractor for its failure to complete the project within the time specified. The Percentage of Women owned Business Enterprise participation in the project shall be 5%. The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
