Renovation of a detention facility in Woodburn, Oregon. Completed plans call for the renovation of a 5,500-square-foot, one-story above grade detention facility.

The purpose of the ITB is to establish a Contract for MYCF West Cottages 3 & 4 (Crater & Fossil) Renovation for the benefit of Oregon Youth Authority. The Work contemplated under this Contract includes all labor, materials, transportation, equipment and services for, and incidental to, the completion of all construction Work in connection with the project described in the Contract Documents.' In response to the Governor's Executive Order No. 20-12 "Stay Home, Save Lives" and related Executive Orders and their workplace restrictions and social distancing requirements, DAS will be scheduling appointments for the mandatory pre-bid conference(s) with all interested parties. Interested parties must contact the DAS single point of contact listed in Section C.1.1.1 by 9:00 AM on March 29, 2021 to schedule an appointment. To comply with social-distancing guidelines, DAS may, in its sole discretion, conduct one or more pre-bid conferences at within the times listed on the pre-bid conference date,. If more times are needed to accommodate interested parties, DAS will select additional dates and times and issue an addendum to the ITB. No more than one representative from each interested party will be allowed on-site for each scheduled appointment. All interested party representatives must comply with social-distancing guidelines and other requirements of the Governor's Executive Order No. 20-12 and related Executive Orders during the appointments. Any statements made at the pre-bid conference appointments will not change the Plans, Specifications or other Contract Documents, unless an Addendum has been issued from DAS and advertised on the ORPIN System identifying any such change. The following range is a project estimate for bonding purposes: 6.2 - 10.2 million PROJECT COMPLETION DATES: PROJECT START DATE: No later than May 24, 2021. The actual start date will be agreed to between the Owner and the winning Bidder prior to Contract execution. Schedule Requirements (Base Bid): Contractor will renovate two cottages, in sequence. The cottages will be unoccupied during renovation. Following substantial completion and Owner's occupation of the first cottage, Owner will direct Contractor to renovate the second Cottage. Schedule Requirements (Alternate): Substantial completion and Owner's occupation of Cottages #1 and #2, Owner will direct Contractor to renovate a third unoccupied cottage as designated by Owner. Completion dates are listed below. FIRST COTTAGE SUBSTANTIAL COMPLETION: 184 calendar days from issuance of Notice to Proceed SECOND COTTAGE SUBSTANTIAL COMPLETION 368 calendar days from issuance of Notice to Proceed THIRD COTTAGE SUBSTANTIAL COMPLETION (if Alternate is included in Contract): 552 calendar days from issuance of Notice to Proceed FINAL COMPLETION (if Contract includes Base Bid Only): 428 calendar days from issuance of Notice to Proceed FINAL COMPLETION (if Contract includes Base Bid Plus Alternate): 642 calendar days from issuance of Notice to Proceed LIQUIDATED DAMAGES: Liquidated damages of$500.00 will apply to the contract resulting from this ITB. (See Exhibit 5 for detailed information) PROJECT DESCRIPTION: The Work of Project is defined by the Contract Documents and generally consists of the following: Base Bid: Architectural, Structural, HVAC, Plumbing and Electrical renovation to two existing one story, 5,500 square foot juvenile housing facilities (Crater and Fossil Cottages) located within a secure campus. Alternate Bid (if selected by Owner): Architectural, Structural, HVAC, Plumbing and Electrical renovation to one existing one story, 5,500 square foot juvenile housing facility (Haystack Cottage) located within a secure campus. The Work is Phase 3 of a Phased Construction Project. Phase 1 (complete) involved installation of electrical and telecommunications infrastructure to serve future building renovation projects. Phase 2 (complete) involved the renovation of two Cottages. Phase 3 (Base Bid) involves the renovation of two unoccupied Cottages (Crater and Fossil), in sequence as designated by the Owner. Once the first Cottage is complete and occupied by the Owner, Contractor renovate the second Cottage. If Owner has selected the Alternate, upon Substantial Completion of the first two Cottages, and occupied by Youth, Contractor will renovate a third Cottage (Haystack).
