Renovation of a water / sewer project in Ithaca, New York. Completed plans call for the renovation of a water / sewer project.

Construction contracts will be executed with successful bidders and notices to proceed issued within a couple of months of the bid opening date. Contract time to substantial completion of construction is 637 days (21 months). Separate Bids will be received for the following construction contracts: Contract No. 2 Electrical. The Work generally involves constructing various renovations to the wastewater treatment plant including replacement of wastewater treatment and sludge processing equipment, concrete repairs, architectural renovations, and renovations to building electrical, heating, and ventilating systems. The Cayuga Heights Wastewater Treatment Plant is located at 951 East Shore Drive, Ithaca, NY 14850 Any Bidder who duly submits a Bid accompanied by the required Bid Security will receive a 100% refund of the cost of the Bidding Documents. No refunds will be made to non-bidders. Subcontractors, suppliers, equipment vendors, etc. will be considered non-bidders. All refunds will be processed by Dataflow. Direct all questions regarding distribution of Bidding Documents to Dataflow. Direct all other questions in writing via email to Alicia Lafever at GHD Consulting Services, Inc (alicia.lafever@ghd.com). Please include the following in the subject heading for all emails: Subject: Phase 2 Cayuga Heights WWTP Upgrade Questions received less than seven days before the Bid opening date will not be answered. Bidders shall review and acknowledge all Addenda issued to clarify the Bidding Documents on the Bid Form. The Village is receiving financial assistance for the project from the New York State Environmental Facilities Corporation (NYSEFC). Bidders are informed that each construction contract requires compliance with program requirements for contracts funded with New York State Clean Water State Revolving Fund (CWSRF) funding. These requirements include: 1. Equal Employment Opportunities (EEO), including requirements under Title VII of the Civil Rights Act of 1964 and 41 CFR Part 60-1 Subpart A and requirements of Federal Affirmative Action Regulations 2. Business Opportunities for Minority- and Women-Owned Business Enterprises (MWBE combined goal of 23 percent) 3. Participation Opportunities for New York State Certified Service-Disabled Veteran-Owned Businesses (SDVOB) 4. American Iron and Steel (AIS) Requirements 5. Davis-Bacon (DB) Prevailing Wage Requirements 6. Requirements regarding suspension and debarment 7. Restrictions on Lobbying Bids must be accompanied by Bid Security, made payable to the Village, in the amount of 5 percent of the Total Bid Price. Bid Security must be in the form of a certified check, bank money order, or Bid Bond (on the form included in the Bidding Documents) issued by a Surety company that meets the requirements of Paragraphs 5.01 and 5.02 of the General Conditions. If a Bidder fails to execute a Contract with the Village following acceptance of a bid, the Bid Security shall be forfeited to and become the property of the Village. No Bidder may withdraw a Bid within 60 days after the date of the Bid Opening. At the time of Contract Execution, the successful Bidder must furnish a 100% Performance Bond and a 100% Payment Bond with a Surety company satisfactory to the Village and conforming to the prerequisite requirements of Article 5 of the General Conditions. The Village reserves the right to revise or amend the Bidding Documents prior to the Bid Opening date. Such revisions and amendments, if any, will be issued by Addenda. The Village also reserves the right to waive any informalities and to reject any or all Bids received.
