Per the owner, as of December 1, 2022, an award has been made for this solicitation. Owner states that construction was completed in 2021. _______________________________________ The Town is seeking a consultant firm that can provide construction management and construction inspection services for the Town's Portola Road Bridge Replacement Project. The bridge is located on Portola Road over Alembique Creek approximately half a mile from the intersection of Woodside Road and Portola Road in Woodside. The project will replace the existing 22' wide bridge with a new 30' wide bridge consisting of a prestressed precast concrete bridge deck and three new abutments supported by 24" cast in drilled hole piles. The new bridge will include a wide shoulder on the south side of the bridge that could be used for a multi-use path in the future. The construction plan is designed to occur in several stages to minimize the necessity for full road closure during construction. All work shall take place within the narrow 30' public right of way at the project location. The project involves relocation of gas and water utilities by PG&E and Calwater, respectively. The design provides for those utilities to be on the new bridge, however the connection and utility installation will be done by those utilities in coordination with the Town's bridge contractor. Project plans are attached for reference. The project is funded primarily by the federal Highway Bridge Program (HBP) administered by Caltrans. Accordingly, the project and associated paperwork must meet federal aid requirements and relevant LAPM and LAPG guidelines. The current engineer's estimate of total construction cost is approximately $1,750,000 which includes construction contingency and a $150,000 maximum not to exceed budget allocation for construction management and construction inspection services. The amount for CM/CI is an allocation only. Fee proposals will be evaluated competitively and considered as part of the selection process. The project is scheduled to be bid by the end of March 2021. All work within the creek must be completed between June 15 and October 15, 2021, and the anticipated construction duration is a maximum of 70 working days. The construction manager and inspector should have recent experience with bridge construction, HBP, and Caltrans/federal aid requirements. The consultant shall also have experience with regulatory stream permits (CDFW, USACE, RWQCB) All interested consultants should visit the bridge site prior to submitting a proposal. The project's DBE goal is 15%. The proposal should also include the attached completed Local Assistance Exhibit 10-01 and, if applicable, Exhibit 10-O2. If the proposer does not meet the contract goal, then they should also complete the Good Faith Effort paperwork as explained in the Exhibit 10-O1. The consulting contract will be on a time and materials not to exceed basis. A copy of the Town's standard professional services agreement that will be used for these services is attached for reference. The method of contractor selection has not been determined at this time.
