The program provides for the construction of an innovation zone of international level including research centers, offices, commercial buildings and tourist attractions. The site, which is intended to be on a human scale, with a low carbon footprint will also include a huge park with a body of water. Although the plans provide for a residential component that could eventually reach some 3,500 housing units, the project is presented as a "car-free site" in the sense that the movements of residents, workers and visitors within the quadrilateral will take place. in active mobility mode and public transport. The project is very preliminary. The City has acquired the site for construction of the project and included an amount of approximately $9 million for rehabilitation, enhancement and development into its three-year capital expenditure program 2024-2026. Based on the results of the economic feasibility study prepared by the firm Innovitech and a master plan prepared by the firm Provencher_Roy + Associés the owner has reached an agreement with Angus Development Corporation (ADC) for the implementation of the first construction phase providing for the construction of 1,000 housing units, including 500 affordable ones, as well as the creation of an innovation center.
