The bridge replacement project of Bradford County Bridge No. 21 consists of the replacement of the washed out structure carrying T-402 (Kellogg Road) over South Branch Towanda Creek in Monroe Township, Bradford County and the associated approach roadway work. The work includes the construction of a two-span prestressed concrete PA bulb-tee beam bridge on reinforced concrete abutments and pier on piles and the associated approach roadway work. The probable cost for this project is $$2,000,000 - $3,000,000. Each BID must be accompanied by a Bid Bond payable to the Owner for ten percent (10%) of the total amount of the BID. As soon as the BID prices have been compared, the Owner will return the Bonds of all except the three lowest responsible bidders. When the Agreement is executed, the bonds of the two remaining unsuccessful bidders will be returned. The bidder shall include the fully completed Non-Collusion Affidavit with the bid. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the Bidder must establish a 6.9% goal for female and a 1% goal for minority participation in his/her aggregate onsite construction workforce for contracts in excess of $10,000. Moreover, the Bidder shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. MBE/WBE concerns shall be afforded full opportunity to bid without discrimination. Bidders are required to be PennDOT prequalified in Work Class Code S for Replacement of Cement Concrete Bridges over 120 feet. The Owner reserves the right to reject any or all bids, to waive any informalities in the bidding, or to limit the scope of work involved. No bidder may withdraw a bid within sixty (60) days after the actual date of the opening thereof. Should there be reasons why the contract cannot be awarded within the specified period; the time may be extended by mutual agreement between the Owner and the Bidder.
