Renovation of a municipal facility in Winnipeg, Manitoba. Completed plans call for the renovation of a municipal facility.
This Request for Proposals (the "RFP") is an invitation by the Government of Manitoba ("Manitoba"), as represented by the Department of Central Services, Capital Project Planning and Delivery ("CPPD") to prospective proponents to submit proposals for General Contracting Services for the replacement of the dielectric coupling system at 405 Broadway, Winnipeg, MB as further described in Section 1 of the RFP Particulars (Appendix 3) (the "Work"). CPPD requires the services of a General Contractor for the replacement of dielectric couplers and the installation of isolation valves for the heating system. Located at 405 Broadway, Winnipeg, the Woodsworth Building is a fifteen storey office building providing government office space for to a variety of departments, the largest of which is the Department of Justice. The main scope of work includes, but is not limited to the replacement of dielectric couplers and the replacement/addition of isolation valves. To facilitate this a moving service sub-trade, who has already been prequalified, will be required to be engaged under the General Contractor scope. All move related coordination and scheduling to be completed through the General Contractor. The project work is to be phased and proceed at maximum two floors at a time. The work is seasonal in nature - it can only occur during the summer shutdown of the heating system (beginning approximately in May 2022 to September 2022, weather dependent). Work site location will be partially occupied during construction. Manitoba has engaged a Move Management specialist, who will be working along with the Prime Consultant and an Owner's representative to coordinate with the General Contractor for the relocation of staff, their equipment, and supplies as required. A contractor escort will be required in client areas. All on-site workers are required to submit Criminal Records Checks. Mandatory attendance at the site visit is required of all general contractors and the prequalified moving service sub contractor. All other sub contractors are optional attendance, however, it is recommended the mechanical sub contractors attend. Due to COVID restrictions, only one (1) representative per company will be permitted to attend the site visit to limit group sizes. Attendees must wear protective face masks at all times while on site. Attendees must provide their own protective face masks. Failure to do so will prevent access to the facility. Face masks do not need to be medical grade but will need to cover the mouth and nose. Proponents are to pre-register by email to the project coordinator at alex.needham@gov.mb.ca. A link to the meeting time for your walkthrough will be sent as confirmation of attendance. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting. Deadline for registration is the end of the business day January 24th, 2022. Deadline for questions is February 7, 2022. All questions are to be submitted via email to cppdprocurement@gov.mb.ca.
