The work required includes all labor, materials, equipment, and services necessary to perform the removal / installation of new drainage inlets/structures/piping; replanting of the existing raingarden with new native plants; construction of a new raingarden with necessary grading, soil mix and native plants; remove and replacement of concrete sidewalk; gravel removal, regrading, reshaping and installation of asphalt pavement and new concrete for path; installation of new LED lighting and related electrical work; installation of new interpretive signage; landscape plantings, site restoration and related work in accordance with the construction plans. 4. Other Bidding Information: a.) Not less than the prevailing rate of wages as determined by the Department of Labor or determined by the court upon review shall be paid to all laborers, workmen, and mechanics performing work under this contract (820 ILCS 130/0.01). b.) 50 percent of the labor hours for this project must be performed by actual residents of the State of Illinois (20 ILCS 805/805-350). c.) The DeKalb Park District is exempt from Illinois state, municipal, or county Retailers Occupation Tax, Service Occupation Tax, and Service Use Tax as described in Illinois Compiled Statute Chapter 35. Bid prices shall not include the cost of such taxes. d.) All bids must be accompanied by a Bidder's bond, certified check, bank cashier's check, or bank draft payable to the DeKalb Park District for five percent (5%) of the total amount of the Bid as provided in the Bidder instructions. 5. Rejection of Bids: The DeKalb Park District reserves the right to reject any or all Bids and to waive technicalities. Unless the Bids are rejected for good cause, award of the contract shall be made to the lowest responsible and responsive Bidder after final approval of the Park District Board.
