In compliance with a fair and open process in accordance with N.J.S.A. 19:44A-20.4 et seq. and the Procurement Standards included in 2 CFR Part 200, the Uniform Administrative Requirements, the City of Trenton (City) is requesting qualification statements from qualified individuals and firms to provide Professional Architectural Services. Responses will be evaluated in accordance with the criteria set forth in this Request for Qualifications (RFQ). Using this RFQ, the City, intends to work with Architectural Firms who will be available to provide professional services on an as needed basis during the contract term. One or more individuals/firms may be selected to provide services for professional services for a sum not to exceed a specified amount to be determined by the City on a case by case basis. Through a RFQ process described herein, persons and/or firms interested in assisting the City with the provision of such services must prepare and submit a Qualification Statement in accordance with the procedure and schedule in this RFQ. The City will review Qualification Statements only from those persons and/or firms that submit a Qualification Statement which includes all information required to be included as described herein. The Respondents awarded contracts from this RFQ will provide various Architectural related services. These services are required to address the City's fluctuating needs when highly specialized expertise is required that current staff does not possess. This RFQ is not directed at one specific project. Respondents should be prepared to provide services for an entire project, several projects, and/or part of a project or for any project phase. There is no guarantee of a minimum amount of work or compensation for any of the Respondents selected for contract award. The selected Architects(s) will be required to perform the basic architectural and engineering services to be specified more fully in a contract agreement to be negotiated after selection. The contract agreement will provide for payment for phases of work completed with options to proceed through all phases or to discontinue work as circumstances may dictate. Upon the initial selection of an Architect based upon qualifications, with which negotiations will proceed, a Scope of Work will be developed. The City of Trenton anticipates a contract which will include schematic design, production of computer generated renderings, and cost estimations for each phase of the project; and construction oversight management however, the City of Trenton reserves the right to include additional project elements in the initial or subsequent professional services agreements as city may (in its sole discretion) deem appropriate. The selected Architect will be required to retain and be responsible for all basic engineering disciplines such as mechanical, electrical, plumbing, fire protection, landscape architecture, civil engineering, and structural engineering as appropriate for the Scope of Work negotiated. The Architect is also required to identify and select the appropriate sub-consultants; however, the City of Trenton reserves the right to approve proposed sub-consultants that will be associated with each project. The work will include, at a minimum, the following components: o Conducting an analysis of the existing facility with estimated construction costs. o Technical Documentation Preparation. o Development of a design plan, including schematic designs and renderings, of a proposed project. o Preparation of bid specifications. o Review construction bids and recommendations. o Contract Administration and Observation o Conduct pre-construction meetings. o Review applications for payments and change orders.
