The intent of this RFQ/RFP is to engage a professional engineering consultant, through the Qualifications Based Selection (QBS process, to produce a planning design study, which includes, among other things, preparing a feasibility study, evaluating alternatives, and preparing final plans and specifications for construction of the water system improvements. The intent of this Request for Qualifications & Request for Proposals (RFQ/RFP) is to engage a professional engineering consultant, through the Qualifications Based Selection (QBS process, to produce a planning design study, which includes, among other things, preparing a feasibility study, evaluating alternatives, and preparing final plans and specifications for construction of the water system improvements. The project will be required to meet California safe Drinking Water Standards and comply with the State funding requirements. On April 1, 2019 Madera County Environmental Health Division (Division) issued a water system compliance order for 1,2,3-Trichloropropane (1,2,3-TCP) maximum contaminant level violation. Per directive 1 of the order, MD-28 is to take action to bring the water system into compliance with pertinent Title 22 regulations. Additionally, the County Public Works Department has been working with the Division to improve the MD-28 water system. Potential improvements include but are not limited to a new water source, water distribution pipelines, water treatment, and water storage. Consolidation with nearby water systems including the nearby businesses, elementary school, and out of district homes are also a point of interest for the Division.
