Renovation of a library in Portland, Oregon. Working plans call for the renovation of a 85,000-square-foot library.

The Multnomah County Department of County Assets/Facilities and Property Management, on behalf of Multnomah County Library, is seeking Proposers from whom it may procure Construction Manager/General Contractor (CM/GC) Services for the Library Sort Center (the "Project"). The Project delivery vehicle will be a Construction Manager/General Contractor (CM/GC) process. Therefore, the awarded CM/GC firm will be expected to work cooperatively with the Owner, A/E Representatives, Owner's Rep and other Trade Partners to assist with constructibility of design, to build the Project, and throughout the life of the Project. The anticipated start date for design of the project is early-2021, and the anticipated delivery date of the project is early-2023. As a part of the larger, Library Capital Bond Program, this project will be governed by a "to be developed" Workforce Agreement covering the CM/GC, labor unions, community partners and other key stakeholders similar to other project labor agreements utilized by Multnomah County on large capital projects. The purpose of the solicitation is to secure a Proposal of qualifications, as part of a multi-phase selection process, from CM/GC Service Providers who have prior experience in CM/GC Services for projects similar in scope, scale, and delivery methods THE MULTNOMAH COUNTY SORT CENTER LIBRARY PROJECT, shall be either new construction or a major renovation with potential expansion of an existing building. The size is estimated to be approximately 53,000 gsf to 85,000 gsf. It shall embody modern library sorting and distribution services including automated materials handling. The space program may include both low bay and high bay storage, library stacks for a collection size of up to 700,000 volumes, loading docks, offices, workspaces, staff training and meeting spaces, and support spaces. Technical Services, Community Services, and retail programs may be located in the same building. These services require the storage of additional library materials and office and work spaces. The Sort Center shall be designed with the flexibility to evolve in the future as service models and technology change The Project shall be delivered through, and the Proposer shall engage in, the CM/GC method of project delivery, with the complete Project scope and details to be determined during the Design Phase with collaborative project delivery principals between the A/E Consultant, the CM/GC Contractor, Owner, and certain Project stakeholders. Among numerous other considerations, the Project shall: be designed and constructed in a manner that obtains the greatest long-term value for Multnomah County Library and its patrons; result in the prudent expenditure of public funds within the constraints of the Project program and budget; and prioritize long-term maintenance and operational efficiencies. It is anticipated that project phases may overlap due to jurisdictional permitting package requirements and project schedules. Project Phases will include the following (see sample contract, attached in Buyer's Attachments for a more detailed scope): Phase 1 - Pre-construction Services: Phase 1 is for pre-construction services and coordination of interim sort center operations. Phase 2 - CM/GC Construction Services: Phase 2 includes construction, management and completion of all construction work elements necessary to deliver the entire Project within the required schedule at the agreed upon Guaranteed Maximum Price (GMP). Phase 3 - Warranty period: A two-year warranty period is anticipated. Project Timeline Design - March 2021 - March 2022 Construction - January 2022 through February 2023 CONTRACT TERM Fixed term with options. The contract term shall be five (5) years. The County shall have the option to renew this contract for additional one (1) year period(s) until two (2) years after Final Completion. Question Submission Close Date 4/12/2021 5:00 PM PDT Contractor shall achieve Substantial Completion (as defined in Section A of the General Conditions) of the entire Work as determined in the GMP Amendment and shall achieve Final Completion (as defined in Sections A and K of the General Conditions) not later than ninety (90) days after the earlier of (i) Substantial Completion or (ii) the required date for Substantial Completion. Owner shall have the right to take possession and occupancy of the Project in phases, and Contractor agrees that such partial occupancy shall not be grounds for adjustment of the GMP or the Substantial or Final Completion Dates.
