FREDERICK COUNTY PUBLIC SCHOOLS, VIRGINIA, (FCPS or the Owner) is soliciting Statements of Qualifications (SOQ) from Construction Managers (CM) interested in providing pre-construction and construction services for FCPS School Renovation Capital Project (the Project), which consists of two components, namely James Wood High School Renovations and Additions and Indian Hollow Elementary School Renovations (each, a Component), located in Winchester, Virginia, using the Constructions Manager At-Risk (CMAR) method of project delivery. Please submit any questions regarding this RFQ, number 21017- 1QUAL, in writing by email to Ms. Tiffany Chapman at chapmant@fcpsk12.net. Electronic submissions will not be accepted. Included in the pre-construction scope of services is collaboration with the design professionals during the design phase, attendance of design coordination meetings, constructability reviews, value engineering guidance, construction scheduling, development and negotiation of a guaranteed maximum price (GMP) proposal for construction services with the Owner. If GMP negotiations are successful, FCPS will amend the contract to include the GMP. Responses to this Request for Qualifications (RFQ) will be evaluated to identify CMs with the prerequisite experience, qualifications, and resources to complete the Project successfully in accordance with project requirements that will be specified by the Owner. The details of the project requirements will appear in the Request for Proposal (RFP) 21017 which FCPS will issue at a later date to a short-list of selected CMs, who will be invited to respond to the RFP based on an evaluation of their qualifications submitted in response to this RFQ. This RFQ will place an emphasis on the CMs demonstrated experience with past projects of similar program and size, indicating an ability to perform this Project in a manner that meets or exceeds Owner expectations, and to work with the Owner and the design team in a collaborative fashion from start to finish. The Project consists of James Wood High School Renovations and Additions and Indian Hollow Elementary School Renovations. FCPS intends to execute the construction of both Components of the Project through this procurement process, utilizing the services of a single CM firm, due to the communitys desire for concurrent delivery of both Project Components, and the efficiencies created when FCPS staff are able to relate to a single contractor. Moreover, both Component sites will continue to be occupied during the duration of the work and will involve a phased construction process, requiring close coordination with FCPS staff and consideration of its academic calendar, which is the same at both Component sites. The SOQ must be typed or neatly printed. The information presented should be clear, complete, concise, truthful, and accurate. All attachments submitted shall be identified with the name of the CM. Failure to submit a response on the official submittal forms provided in the RFQ for that purpose may be considered just cause for rejection of the response. The Owner reserves the right to decide on a case-by-case basis, at its sole discretion, whether to reject a CMs submittal. The Owners decision to reject a submittal is final. As of April 5, 2021, the project is currently under evaluation stage. An issuance of draft request for proposal to short-listed firms disclosed. A design firm selection timeline has not been released. The construction manager at risk will be selected on July 2021. The renovation of Indian Hollow Elementary School is expected to begin January 2022 and for the renovation and addition of James Wood High School is expected to begin in June of 2022.
