Site work and new construction of a detention facility in Kuna, Idaho. Completed plans call for the construction of a 20,500-square-foot, 151-bed detention facility; and for site work for a detention facility.
Construction began on November 9, 2021 with mobilization. Utilities followed on November 18, 2021. Site work is scheduled to start on December 23, 2021 and structure construction will begin on March 18, 2022. All questions must be sent to the DPW Project Manager, Martin Santoyo. Funding for the project is from the State. The DPW will administer the project according to the terms and conditions of the grant award, and State laws and guidelines. The DB will receive general instructions through the State. A Project Manager from DPW will be assigned to serve as project manager and liaison between the Department of Administration, the Agency, and DB. The DB shall warrant the following: not knowingly hire or engage any illegal aliens or persons not authorized to work in the United States as required by Title 67, Chapter 79, Idaho Code. The DB shall take steps to verify that it does not hire or engage any illegal aliens or persons not authorized to work in the United States; and that any misrepresentation in this regard or any employment of persons not authorized to work in the United States constitutes a material breach and shall be cause for the imposition of monetary penalties and/or termination of any Contract resulting from this RFQ. The project is to design and construct a new 20,500 sq. ft., approximately, two-story housing facility in the area indicated on the attached map. The facility will accommodate approximately 151 beds. It is anticipated that the State will provide the DB team with a site survey and soils investigation when a DB is awarded a contract. DPW is requesting proposals for a Design-Builder who will be a team player, who will work closely and in harmony with DPW and IDOC, and be proactive with the design and construction processes (design phases/solutions, Division of Building Safety plan reviews/permitting, early bid packages, identify long lead items) to complete the project within 15 months. The Design-Build team will be required to provide all services as per the attached standard DPW Design-Build Agreement and be licensed as required for the design and construction work. A total project budget of $11,000,000.00 has been established to include design fees and construction. A relatively complete construction cost estimate will be required following the Design Development Phase and must be updated at each additional phase. The Design-Builder is required to provide Programming, Schematic Design, Design Development, Construction Documents, and Construction Observation. The Design-Build team must inlcude licensed design professionals and consultants as required for pertinent design disciplines during the Design Phases and Construction Observation. The Design-Build team shall make a minimum of one (1) presentation to the Permanent Building Fund Advisory Council and shall keep in mind that during all phases, code compliance, energy efficiency, and building maintenance concerns should be incorporated into the design. The Design-Build team will be required to meet, at a minimum, monthly with the Project Manager for the purpose of providing a verbal report regarding the previous month's progress. Such monthly meetings will show funds expended in the completion of the project and specific accomplishments related to the completion of the project. The Design-Build team shall produce the following major written products for review by the State and/or Permanent Building Fund Advisory Council (PBFAC).
