The City of Grants Pass (City) is soliciting Proposals from those entities (Proposers) interested in contracting to serve as the Design-Builder for the design, construction, and startup of the Water Treatment Plant Replacement Project (Project). All questions during the procurement period should be directed in writing to Mr. Jason Canady, Public Works Director: Mr. Jason M. Proposals must be fully compliant with the requirements contained within the RFP in Section D. The Proposals will be reviewed and evaluated using the two-step, best-value selection process described in Section D of the RFP. Proposers shall not contact City Staff, the Owner's Representative, City Council Members, or elected officials of the City concerning the Project during the procurement process. After a brief orientation provided by the City, Proposers will lead a question-and-answer session. Following the meeting, meeting participants will be provided the opportunity to visit the existing and proposed sites with City staff. Proposers shall advise the City's Public Works Director by 1:00 p.m. local time, March 31, 2021, of the names of individuals who will attend the Mandatory Confidential Meeting as well as preferred dates and time slots for the meeting and provide an agenda for the meeting which includes a list of discussion items, inquiries, and questions. Additional information on the Mandatory Confidential Meeting is contained within the RFP in Section C. In no event will the City be liable for any costs incurred by any Proposer or any other party in developing or submitting a Proposal. Renovate and reuse the existing Rogue River water intake / raw water pump station;
o Construct a new raw water pipeline to the replacement water treatment plant site;
o Construct a replacement water treatment plant and finished water pumping station;
o Construct a new finished water pipeline connection to the existing distribution system; and
o Replace a section of sanitary sewer gravity main in conjunction with the installation of new raw and finished water transmission mains.
o The Project would also include completing improvements to the existing raw water intake to include pump replacement, new discharge header and improvements to enhance the seismic resiliency of the existing intake facility.
o The project would also include new raw water transmission main sized for 45 MGD from the existing intake to the replacement water treatment plant and finished water transmission main for the finished water pump station to a connection to the existing transmission main located in SE Mill Street. *New sanitary sewer pipeline and manholes from intersection of SE 7th Street and SE M Street, eastwardly to intersection of SE Mill Street with 21-inch diameter piping.
*New sanitary sewer pipeline and manholes from the intersection of SE M Street and SE Mill Street north along SE Mill Street to the existing location of the railroad crossing with 18-inch diameter piping
*New manhole connection at SE 7th and SE M Street and at SE Mill Street just south of the railroad crossing.
