Attention is called to the minimum wage rates to be paid on the work as determined by the Commissioner of Labor and Industries under the provisions of General Laws, Chapter 149, Sections 26 to 27G, inclusive. All bids for this project are subject to the provisions of General Laws Chapter 30, Sections 39M, inclusive as amended. The estimated cost of this project is $ 2,139,859.15 Description of Work: Reconfiguration of Federal square into pedestrian plaza including site work, curbing, utilities, paving, fountains, lighting, surfacing and related sidewalk reconstruction as well as other appurtenances as per specifications. There is a $ 50 non-refundable mailing fee, if requested. This bid is subject to C. 90 funding and requires prequalification in accordance with 720 CMR 5.00. Interested bidders must be prequalified by Mass DOT (or have been granted a waiver from Mass DOT) to bid this project. Contact Massachusetts DOT for further information regarding prequalification. The City reserves the right to reject any and all bids if deemed to be in the City's best interest. An Equal Opportunity / Affirmative Action Employer The Owner, without invalidating the Contract, may order changes in the Work within the general scope of the Contract consisting of additions, deletions or other revisions, the Contract Sum and the Contract Time being adjusted accordingly. All such changes in the Work shall be authorized by Change Order, and shall be performed under the applicable conditions of the Contract Documents. A Change Order is a written order to the Contractor signed by the Owner and the Architect, issued after execution of the Contract, authorizing or directing a change in the Work and/or an adjustment in the Contract Sum or the Contract Time, or both. The Contract Sum and the Contract Time may be changed only by Change Order. A Change Order signed by the Contractor indicates his agreement with the terms thereof, including the adjustment in the Contract Sum and/or the Contract Time. If the Contractor does not agree with the terms of the Change Order, the Contractor shall return the unsigned Change Order to the Owner. In such event, the Work, Contract Sum and /or Contract Time shall be adjusted as reflected in the Change Order, subject to the Contractor's rights under M.G.L. Chapter 30, Section 39J, but in no event shall the Contractor refuse to perform the Work as modified by the Change Order. This project is for the construction of improvements to Federal Square (Carroll Plaza) at the intersection of Main Street, Southbridge Street and Federal Streets. The work in the contract shall include, but is not limited to, excavation and backfill, milling and overlay of existing pavement, sidewalk construction, remove and reset existing curbing, installation of new curbing, crosswalks, wheelchair ramp construction, drainage work, furnishing and installation of granite hardscape, installation of streetscape elements including trees, signing, striping, site lighting, new street lighting, removal of existing street lighting, furnishing and installing plaza sculpture, furnishing and installing lighting and audio controls and all other incidentals included in the contract document. Items in this contract shall be paid for at the Contract Unit Price bid under each item, which price and payment shall constitute full compensation for furnishing all materials, labor, equipment, etc., required for the satisfactory completion and acceptance of the work. As of July 25, 2023, construction is complete.
