The Capital District Transportation Authority (CDTA) is seeking a contractor to study the condition and adequacy of its fixed facilities. The objective of the study is to develop a strategic approach to facilities maintenance, a facility maintenance program, and recommend the most effective organizational structure for implementation. The specific tasks of the contract are: To assess the practical capacity of facilities, condition of structural, mechanical, and operational [equipment] systems of the Authority's facilities including transit operations bases (4), railroad stations (2), and other ancillary facilities. To recommend a program of improvements over the next 10 years with a preliminary estimate of costs To provide a maintenance planning and procedure manual for the day-to-day operation of CDTA facilities. Identify skill sets and disciplines required to implement the facilities program and outline organizational approaches required for implementation. A Performance Guarantee in the amount of 100% of the Contract value is required by CDTA to ensure faithful performance of the Contract. Either a Performance Bond or an Irrevocable Stand-By Letter of Credit shall be provided by the Contractor and shall remain in full force for the term of the Contract. The successful Contractor shall certify that it will provide the requisite Performance Guarantee to CDTA within ten (10) business days from Contract execution. CDTA requires all Performance Bonds to be provided by a fully qualified surety company acceptable to CDTA and listed as a company currently authorized under 31 C.F.R. part 22 as possessing a Certificate of Authority as described hereunder. CDTA may require additional performance bond protection when the contract price is increased. A Labor and Materials Payment Bond equal to the full value of the contract must be furnished by the contractor to CDTA as security for payment by the Contractor and subcontractors for labor, materials, and rental of equipment. The bond may be issued by a fully qualified surety company acceptable to CDTA and listed as a company currently authorized under 31 C.F.R. part 223 as possessing a Certificate of Authority as described thereunder. Questions Due: April 12, 2021 - 11:00am Questions regarding this Request for Proposals are to be submitted IN WRITING to Stacy Sansky, Director of Procurement (sdsansky@cdta.org) NO LATER than 11:00 AM on April 12, 2021. It is the intention of CDTA to negotiate for a contract based upon proposals it receives, but CDTA reserves the right to reject any and all proposals. The Authority hereby notifies all potential service providers that disadvantaged, minority and womenowned business enterprises will be afforded full opportunity to submit proposals in response to this notice and there will be no discrimination on the basis of race, creed, color, sex, national origin, disability or marital status in the award of the contract or any subcontract. Pursuant to State Finance Law 139-j and 139-k, this solicitation includes and imposes certain restrictions on communications between CDTA and an Offerer/bidder during the procurement process. An Offerer/bidder is restricted from making contacts to influence the procurement process, except as provided in the procurement process (i.e., proposal submissions and interviews, where requested by CDTA) from the earliest notice of intent to solicit offers/bids through final award and approval of the Procurement Contract by CDTA ("restricted period"). Contacts must be made only by your designated staff unless a specific exception applies. CDTA employees are required to obtain certain information when contacted during the restricted period for purposed designed to influence the procurement process and make a determination of the responsibility that could result in rejection for contract award or even more serious consequences. One year from Notice to Proceed The method of contractor selection has not been determined at this time.
