Renovation of a municipal facility in Atlanta, Georgia. Working plans call for the renovation of a 105,000-square-foot municipal facility.

The owner has selected a Construction Manager. A timeline for construction has not yet been established. The Georgia State Financing and Investment Commission (GSFIC), as "Owner," on behalf the of the Georgia Building Authority ("Using Agency" or "GBA"), is seeking firms interested in providing construction management at-risk services for a project known as Project No. GBA-195 Law Building Renovation in Atlanta, Georgia. This Request for Qualifications (RFQ) seeks to identify a provider of the above-mentioned services. The RFQ can be downloaded from the Georgia Procurement Registry by going to the Documents tab above. Interested firms should continue to check this site for additional project updates. From the issue date of this (RFQ-RFP) solicitation until a successful proposer is selected and the selection is announced, proposers are not allowed to communicate for any reason with any members of the Selection Committee, the Using Agency, the End-User, or the Architect, except for submission of questions as instructed in the RFQ and RFP, or during the proposer's conference (if applicable), or as provided by any existing work agreement(s). For violation of this provision, the Owner reserves the right to reject the qualifications/proposal of the offending proposer. Questions from Construction Professionals about any aspect of the RFP, or the project, shall be submitted in writing (e-mail is preferable) to: Jeff Lacks, Director Procurement e-mail: jeff.lacks@gsfic.ga.gov The proposes project includes replacing all the building systems and bringing building infrastructure into compliance with current codes. The renovation will include the replacement of antiquated heating and air conditioning systems with state-of-the-art controls and an energy efficient HVAC system, replace outdated electrical system, upgrade/replace the plumbing system, installation of new IT/AV systems, and updating of the elevators. The exterior of the building will require some waterproofing and existing single pane windows will be replaced with double pane windows The scope of work to accomplish this includes site improvements and a total renovation of all 6 floors above grade and portions of 3 below grade floors in the Law Building at 40 Capitol Sq., a renovation of the ground and fifth floors of the 244 Washington Street building which will seek to re-use as much of the existing mechanical, electrical, plumbing, data and fire protection infrastructure as possible, and minor interior improvements to the building which will provide similar technology and amenity upgrades to the General Litigation division of the Law Department located on the 6 th floor of the 254 Washington Street building. Total renovation area is approximately 105,000 square feet. Two options are currently being evaluated for the mechanical system for the Law Building. One is for four-pipe roof top units to provide space conditioning and pre-treat outdoor air with distribution via medium pressure ducting and variable air volume (VAV) boxes for zone control. The other is a variable refrigerant flow system which will have similar zone level control through two to three water-source VRF units per floor feeding a system of ducted ceiling units and cassettes. This approach would have three dedicated outdoor air supply units on the roof, which may be 4-pipe or heap-pumps, depending on the construction budget. The four-pipe system will be fed from a central loop for chilled water and recently replaced series of boilers which serve the Law building's existing two-pipe system. For the VRF units, tempered water will be provided from a mixing valve supplied by the existing central chilled loop and boilers. A new electrical service and emergency power supply via natural gas generator will be installed. As mentioned above the systems for 244 Washington Street will reuse the existing 2-pipe under window fan coil units and provide supplemental cooling for IT spaces with water source heat pumps fed from the chilled water supply. Electrical service and distribution infrastructure will be re used. Provisions for back-up power in 244 are to be determined. In 254 Washington Street, supplemental cooling may be required where conference rooms are being added. This will be accomplished though mini split systems with roof mounted condensers
