Contract Award Date: Sep 10, 2021 Contract Award Number: 140L3621C0009 Task/Delivery Order Number: Contractor Awarded Unique Entity ID (DUNS): 003765902 Contractor Awarded Unique Entity ID (SAM): NA Contractor Awarded Name: YOUNG GUN CONSTRUCTION, LLC Contractor Awarded Address: Ludlow, SD 57755-5014 USA Base and All Options Value (Total Contract Value): $550135 The Department of Interior, Bureau of Land Management (BLM), Montana State Office is soliciting proposals for repair of Whitetail Dam located in Carter County approximately 27.4 miles northwest of Alzada, Montana. BLM will issue Solicitation Number 140L3621R0001 via https://beta.sam.gov/searchindex=opp, at the link provided in this notice. The principal components of the work to be performed include the following tasks: 1. Dewater reservoir and construction area. 2. Excavate a portion of the existing dam embankment and foundation to remove existing outlet works pipe and construction of the new outlet works. 3. Reconstruct the dam embankment including: a. Placement of compacted fill from onsite borrow sources, b. Placement of imported rock for riprap slope protection along a portion of the upstream face, c. Placement and compaction of imported sand and gravel for internal filter and drain features. 4. Construct precast concrete spillway riser for a new principal spillway. 5. Construct concrete encased, precast reinforced concrete pipe outlet conduit. 6. Construct precast concrete low-level inlet structure. 7. Construct grouted riprap stilling basin. 8. Place road gravel surfacing along the crest of the dam. 9. Reclaim all disturbed areas including staging areas and temporary roads. Reclamation consists of preparation of the soil for seeding but does not include seeding. Seeding of the reclaimed areas will be completed by Others. Pursuant to Part 15 and Part 36 of the Federal Acquisition Regulations, BLM issued a Request for Proposal (RFP) on April 14, 2021. The estimated price range of this acquisition is between $500,000 and $1,000,000. BLM anticipates issuing the RFP under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237990 and the associated Small Business Size Standard is $39.5 Million. This acquisition will utilize the Lowest Priced Technically Acceptable (LPTA) procedures to make a best value award. A firm-fixed priced contract is contemplated. Proposals will be due on May 19, 2021 at BLM's Montana State Office, 5001 Southgate, Billings, Montana. The Government anticipates award of this procurement on or around June 16, 2021. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed and complete the entire work ready for use within 167 calendar days. The time stated for completion shall include final cleanup of the premises. All prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products. The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
