Start date and completion date has not yet been established.** Pre-Bid Date: N/A The Bedford County Board of Commissioners will receive SEALED BIDS for the installation of approximately 1,520 LF of 8-inch and 4-inch diameter C900 PVC waterline and related appurtenances. The project is located along 3rd Avenue, Chestnut Street and 5th Avenue in the Borough of Hyndman, Bedford County, Pennsylvania. This project is financed through the 2018 and 2019 Community Development Block Grant (CDBG) program. All CDBG, State and Borough requirements must be met. A certified check or bank draft, payable to the order of the Bedford County Board of Commissioners, or negotiable U.S. Government bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and a surety named in the current list of acceptable sureties published in U.S. Treasury Department Circular 570 (amended), in the amount equal to ten percent (10%) of the total Bid shall be submitted with each Bid. The Successful Bidder will be required to execute the Agreement and to furnish Performance and Payment bonds, each of said bonds to be in the amount of one hundred percent (100%) of the Contract Price, all in the respective forms provided in the Bidding Documents. The Contractor also will be required to furnish evidence of insurance coverage as required by the Bidding Documents. All bonds shall be in the form prescribed in the Contract Documents and shall be executed by sureties as are named in the current list of "Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (amended ) by the Audit Staff, Bureau of Government Financial Operations, U.S. Treasury Department. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid to employees on this project; that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, gender, national origin, or handicap; that a mandatory ratio of apprentices and trainees to journeymen is required in each craft and the Contractor (and any subcontractors) is/are obliged to make a "diligent effort" to achieve these ratios; and that to the greatest extent feasible, opportunities for training and employment be given lower income residents of the project area and must to the greatest extent feasible utilize project area businesses located in or owned in substantial part by project area residents. The Contractor, in accordance with Executive Order 11246 (Affirmative Action to Ensure Equal Employment Opportunity), with Executive Order 11625 (Utilization of Minority Business Concession Performance) with Executive Order 12138 (Utilization of Women Owned Business Enterprise Policy) and with Executive Order 12432 (Minority Business Enterprise Development) must utilize to the greatest extent feasible minority and/or women business enterprises which are located within the County of Bedford and the general trade area. In addition, all qualified minority and women owned businesses, upon request, will be supplied with a listing of all potential Bidders in order to facilitate their ability to make their services known to potential Bidders. All bidders must submit documentary evidence, Form DCED-CCD-286, of Minority and Women Business Enterprises who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the sealed bid. Minority-owned and Women-owned contractors are also encouraged to submit bids. Refer to Section 00900 - "Part II Federal Requirements" of the Contract Documents. In addition to the Equal Employment requirements of Executive Order 11246, the Contractor must also establish a 6.9% goal for female participation and 4.8% goal for minority participation in his/her aggregate on site construction work force, for contracts in excess of $10,000 whether or not part of that work force is performing work on a federal or federally assisted construction contract or subcontract. Also, Section 3 of the Housing and Urban Development Act of 1968, as amended, requires that the contractor utilize, to the greatest extent feasible, local area businesses, trainees, employees, and low-to-moderate income persons within the general trade area. All bidders must submit documentary evidence, Form DCED-CCD-186, of Section 3 Business Concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the sealed bid. Notice is hereby given to bidders that this project is funded by: the Pennsylvania Department of Community and Economic Development's CDBG Program. No less than minimum wages as required by the Davis-Bacon Act and listed in the Contract Documents must be paid to all employees on this project. Proposal envelope must be sealed and clearly marked, "Proposal for the Hyndman Borough Waterline Replacement - Phase V Project" and bear the name and address of the Bidder. No bids may be withdrawn, except when the bidder meets the requirements of Act No. 4 of the General Assembly of Pennsylvania Senate Bill 793, Printers No. 1655. The Bedford County Board of Commissioners, on behalf of Hyndman Borough, reserves the right to reject any or all bids or to waive any informality and to award the contract as may be deemed by the County to be in their best interest. Bids may be held by the Bedford County Board of Commissioners for a period not to exceed Sixty (60) days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualification of the Bidders, prior to awarding of the Contract. Payment also accepted using VISA and MasterCard. This payment will not be refunded.
