The funding, totaling $12,281,867, was awarded by the U.S. Department of Transportation through the Fiscal Year 2021 Airport Improvement Program for airport improvements to support infrastructure construction, safety advances and equipment and land acquisition. Other grants include: o Foley Municipal Airport received $472,222 to seal runway pavement surface and pavement joints and to seal taxiway pavement surface and pavement joints. ___________________________________________________________________ Major items of work include the pavement maintenance of Runway 18/36 and Taxiway A at the Foley Municipal Airport. Approximate quantities include: Base Bid (Runway 18/36): 1. Crack Sealing - 28,500 LF 2. Slurry Seal - 34,780 SY 3. Markings - 36,360 SF Additive Alternate 1 (Taxiway A - South): 1. Crack Sealing - 5,000 LF 2. Slurry Seal - 9,600 SY 3. Markings - 4,200 SF Additive Alternate 2 (Taxiway A - North): 1. Crack Sealing - 750 LF 2. Slurry Seal - 5,000 SY 3. Markings - 2,700 SF The project shall be completed within 60 Calendar Days of the Issuance of Notice to Proceed. Liquidated Damages for this project shall be $500.00 per Calendar Day. A Disadvantaged Business Enterprise (DBE) goal of seven percent (7%) has been established for this project. The Owner's award of this contract is conditioned upon Bidder or Offeror satisfying the good faith effort requirements of 49 CFR \c26.53. Bids shall include all pages included in Division I - Bid Documents. Submission of the entire contract book is not required. Guarantee will be required with each bid as follows: At least 5% of the amount of the bid, but in no event more than Ten Thousand Dollars ($10,000), shall be filed in the form of a certified check or bid bond payable to the City of Foley. Contract bond will be required as follows: 100% of the contract price. Labor and Materials Bond will be required as follows: 100% of the contract price. No bids will be considered unless the bidder, whether resident or non-resident of Alabama, is properly qualified with the State of Alabama. In addition, non-residents of the State, if a corporation, shall show evidence of having qualified with the Secretary of State to do business in Alabama. No bids will be considered unless the contractor holds a current and appropriate license from the State Licensing Board for General Contractors, Montgomery, Alabama. This project will require the Prime Contractor to possess a valid Alabama General Contractor's License with at least one of the following license classifications: - Heavy and Railroad Construction (H/RR) (Major Classification) - Heavy and Railroad Construction Specialty - Runways (H/RR-S: Runways) - Heavy and Railroad Construction Specialty - Surface Treatments (H/RR-S: Surface Treatments) - Heavy and Railroad Construction Specialty - Slurry Seals (H/RR-S: Slurry Seals) The Contractor shall comply with Section 31-13-9, Code of Alabama 1975. If the Contractor employees one or more employees in the State of Alabama, Alabama law requires that the Contractor provide the City of Foley proof of enrollment in E-Verify. The Contractor shall provide proof of enrollment in E-Verify along with the bid. No bid shall be withdrawn for a period of 120 days subsequent to the opening of bids without the consent of the Owner. The right is reserved to reject any or all bids and waive informalities in the bidding.
