Site work and new construction of a mixed-use development in Pearisburg, Virginia. Working plans call for the construction of a 30,000-square-foot pre-engineered storage facility; and for site work for a pre-engineered storage facility.

As of January 11, 2022, this project is on hold. This project may move forward in the future. The Giles County Industrial Development Authority is soliciting qualification statements and proposals from qualified engineering firms for services related to the design and construction of a 30,000 square feet pre-engineered metal building. The building will be constructed in the Wheatland Eco-Park, Pembroke, Virginia. Rough envelope dimensions will be 150'x 200' with 30' eave heights. Services required will include architectural, civil, mechanical, structural, and electrical engineering, design and drafting, cost estimates, environmental permit applications and compliance, construction inspection, and project management. MBE/WBE/SBE firms are encouraged to submit qualifications. Applicants must comply with the following: President's Executive Order Number 11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President's Executive Orders Number 12138 and 11625 regarding utilization of MBE/WBE firms; and the Civil Rights Act of 1964. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin. Proposals will be evaluated in compliance with Virginia Code Section 2.2-4301 (3) (a). The I.D.A. shall engage in individual discussions with two or more offerors deemed fully qualified, responsible and suitable on the basis of initial responses and with emphasis on professional competence, to provide the required services and shall thereafter select in the order of preference two or more offerors whose professional qualifications and proposed services are deemed most meritorious. Negotiations shall then be conducted, beginning with the offeror ranked first. If a contract satisfactory and advantageous to the I.D.A. can be negotiated at a price considered fair and reasonable, the award shall be made to that offeror. Otherwise, negotiations with the offeror ranked first shall be formally terminated and negotiations conducted with the offeror ranked second, and so on until such a contract can be negotiated at a fair and reasonable price. Should the I.D.A. determine in writing and in their sole discretion that only one offeror is fully qualified, or that one offeror is clearly more highly qualified and suitable than the others under consideration, a contract may be negotiated and awarded to that offeror.
