The owner states that construction is anticipated to begin in the spring/summer of 2023 Closed solicitation has been included below for reference. .................. For RFQ/P Engineering - ADA Barrier Removal Project Phase II Midpen is seeking to retain a civil engineering firm to lead the design efforts for public access ADA trail , parking lot , and drainage infrastructure improvements at Skyline Ridge, Russian Ridge, and Pulgas Ridge Open Space Preserves. In 2019 Midpen's Board of Directors approved the Final ADA Self-Evaluation and Transition Plan Update (ADA Plan), which identified programmatic and physical barriers limiting accessibility at Midpen facilities and preserves . The ADA Plan includes Facility Assessment Reports for each Midpen Preserve , which provide recommendations for removing physical barriers based on accessibility requirements mandated by the ADA and State of California access codes . The ADA F acility A ssessment R eports represent an evaluation of existing conditions in the public areas of the District's facilities. They include detailed measurements comparing the existing conditions in each facility to the codes and standards contained in the following regulations: 2010 Americans with Disabilities Act (ADA) Standards for Accessible Design - Federal standards. 2016 California Access Compliance Advisory Reference Manual (CBC) including the provisions contained in the 2016 California Building Code published on July 1, 2016, effective January 1, 2017 2015 Architectural Barriers Act (ABA) Standards, including the provisions for outdoor developed areas The ADA Barrier Removal project was created to systematically remove accessibility barriers at Midpen facilities and preserves identified within the ADA Plan . Phase II of the ADA Barrier Removal Project focuses on addressing Category 1 barriers identified within the ADA Facility Assessment Reports for Russian Ridge Section 1, Skyline Ridge Section 1 & Section 2 , and Pulgas Ridge. The Category 1 barriers include trail surface and slope issues, ADA parking stall surface material and slope issues, missing or improper ADA parking area signage and striping, and insufficient restroom and trailhead path of travel access . Preliminary plans for addressing the Category 1 barriers have been prepared by Midpen staff, which include recommendations for paved trail surfaces, drainage inlet and culvert replacements, paved ADA parking spaces, access isles, and paths of travel, sign, fence, bench, and picnic table installation, retaining wall installation, and boardwalk surface replacement. Due to the proposed improvements proximity and potential impacts to sensitive habitat and waterways, permit review is anticipated from San Mateo County, the San Francisco Bay Regional Water Quality Control Board, the California Department of Fish & Wildlife, and the United States Army Corp of Engineers. Midpen will lead the permitting effort with all regulatory agencies. Midpen holds revocable permits with the San Francisco Public Utility Commission (SFPUC) for the construction and maintenance of trails at the Pulgas Ridge project site. Proposed improvements at the Pulgas Ridge project site may be subject to SFPUC review and approved. Midpen will lead efforts to obtain acceptance of proposed improvements from SFPUC. Midpen will also be completing a Jurisdictional Delineation Survey, Rare Plant Survey, and an Initial Study/Mitigated Negative Declaration for the three project sites in support of the design and permitting efforts . Findings from these Midpen led efforts shall be incorporated into the project plans.
