Site work and paving for a mixed-use development in Hayti Heights, Missouri. Completed plans call for site work for a road / highway; and for paving for a road / highway.

Bids are invited for the completion of work as follows: Work will include the improvement to an existing highway/rail crossing on Pemiscot County Port Railroad intersection with Route D in Hayti, Missouri. The project includes removal of the existing highway/rail crossing, furnishing, and proper installation of proposed crossing improvements at the railroad crossing of Route D as shown in the construction documents. A certified check or bank draft, payable to the order of Pemiscot County Port Authority, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Bid shall be submitted with each Bid. Attention is called to the fact that no less than the minimum salaries and wages as set forth in the Missouri Division of Labor Standards Annual Wage Order must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, disability or national origin, age or ancestry of any individual. The Pemiscot County Port Authority reserves the right to reject any or all Bids or to waive any informality in the bidding. Bid awards will be made to the lowest responsible bidder for the bid as reasonably determined by the Owner considering conformity with specifications, terms of delivery, quality and serviceability. In evaluating these factors, the Owner will necessarily consider and compare (relative to the other bidders) the experience of the bidder on this type of project or similar projects, AND the performance history of the bidder regarding conformity with specifications, meeting terms of delivery and quality of work AND the performance history and ability of the bidder to complete the project on time, to service the product (including response time to service calls) and workmanship on the project. Bids may be held by the Pemiscot County Port Authority for a period not to exceed 45 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract.
